The Naval Criminal Investigative Service (NCIS), under the Department of the Navy Naval Supply Systems Command, is seeking a contractor to provide Ethernet Dedicated Internet (EDI) services and cable television service for the NCIS Resident Agency at Naval Station Great Lakes. The procurement requires installation of a 1 Gigabit per second (Gbps) dedicated commercial internet circuit with Ethernet Category 6 cabling to support legacy thin client workstations, a comprehensive wireless (Wi-Fi) network with government-furnished mesh system compatibility, and coaxial cable television service for monitoring current events and base-wide broadcast alerts. The contractor must possess a current agreement with an Internet Service Provider (ISP) that has prior experience working with Naval Facilities Command (NAVFAC) and demonstrated access to the installation site. The solicitation will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, with critical service level agreement requirements including a one-hour emergency response time and four-hour service restoration for any outages. The final deadline for quote submission is January 2, 2026, at 10:00 AM EST, with questions accepted until December 9, 2025, and a site visit opportunity available on December 22-23, 2025.
This is an unrestricted procurement with no set-aside designation, and the current incumbent provider is Xfinity/Comcast. The contract will be structured as a base period from December 31, 2025, through December 30, 2026, followed by four optional one-year renewal periods extending through December 30, 2030, for a total potential five-year period of performance. The contractor will be responsible for full turnkey installation and ongoing maintenance and technical support throughout the contract term. The place of performance is located at Naval Station Great Lakes in North Chicago, Illinois, specifically at Building 2, 2nd Floor East, 2540A Paul Jones Street. This requirement is to procure commercial Internet and Cable Television services for the Naval Criminal Investigative Service (NCIS) Resident Agency at Great Lakes. The facility has undergone a multi-year renovation project which is now entering its final phase. The installation of these services is an essential requirement to bring the facility to full operational capability and ensure compliance with NCIS infrastructure standards and policies. The scope of this requirement encompasses two primary components: (1) Secure Wireless Internet: A dedicated, commercial high-speed internet circuit and the professional installation of a comprehensive wireless (Wi-Fi) network, including all necessary hardware such as access points, to provide coverage throughout the entire NCIS Resident Agency space; (2) Cable Television Service: A coaxial cable television service to provide staff with the ability to monitor current events and receive critical base-wide broadcast alerts for situational awareness. The selected contractor shall be responsible for the complete, turnkey installation of both service lines. The resulting contract will have a five-year period of performance, during which the contractor must provide all necessary ongoing maintenance and technical support to ensure service continuity.

This requirement entails installation of Ethernet Dedicated Internet (EDI) throughout the NCIS Resident Agency space and will include a dedicated commercial circuit, Ethernet hard lines to support Legacy thin client workstations, WIFI for approved areas, and coax for the ability to view current events and base broadcast alerts. This requirement will also entail having the vendor conduct a full install and will provide continual support for the duration of 5-years. The vendor must meet the following specifications and expectations for this requirement: This requirement calls for 1 GIG of EDI with a dedicated commercial circuit. In the event of an emergency outage, i.e., wires down or telephone pole down, the provider must respond within an hour and repair the service within four hours, or must begin to pay for the outage. Requirement entails access to restricted base, and personnel will need to seek their own access onboard installation without escort from NCIS for initial install and subsequent service-related visits. Provider must be able to work with US Navy Facilities (NAVFAC) to ensure work is in compliance with Department of War (DoW) parameters and may need to seek approvals for any new work requiring modification to existing ingress/egress into building due to its historical age. Internet must be accessible via hard-line Internet Category (CAT) cables and Modems shall be compatible with commercial WIFI mesh systems, which will be supplied by NCIS. Internet costs will be combined and added to existing account if one exists to avoid duplicate accounts servicing the same building. Vendor shall have a current agreement with an Internet Service Provider (ISP) that also has current access to the installation and prior experience with working with Naval Facilities Command (NAVFAC), which will be required to ensure completion of project. Agreement details shall be provided for review during bid submission along with ISP point of contact for verification.
