AMENDMENT 01
The purpose of this Amendment is to provide responses to Industry questions, add a Statement of Work, provide for a Site Visit and attach a Floor Plan of the site.
Vendor shall sign Solicitation and Amendment.
SITE VISIT:
A site visit is available to allow the contractor to verify the space to ensure design of the dimensions of their product line and plans are correct. The site visit can be scheduled on 22-23 December, between 1030-1500 EST. Contractor shall request for a site visit and a mutual time slot will be agreed upon for the site visit. Attendees should meet with contact listed below, at the base visitor's center to register and obtain a visitor badge/pass. All attendees are required to get visitor's passes and must be U.S. citizens. Attendees should assemble at the base visitor center and will be escorted to the work site. To arrange for site visit, contact Special Agent in Charge Arturo Hernandez, arturo.hernandez@ncis.navy.mil.

QUESTION ANSWER
Q1 - We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A1 - This is a brand-new requirement.
Q2 - Please confirm the number and locations of the approved areas for Wi-Fi to finalize AP placement and backhaul.
A2 - There are three locations to ensure Wi-Fi reaches the middle and each end of the building.
Q3 - Provide the quantity of legacy thin client workstations and exact drop locations required for CAT cabling.
A3 - There are 40 workstations that will be supported by NCIS /DISA CAT Cabling. The exact drop locations required for CAT cabling are not required.
Q4 - Confirm the signal source (e.g., base cable feed/IPTV) and the total number of coax endpoints.
A4 - The signal source is commercial fiber/copper. The total number of coax endpoints is 20.
Q5 - Are as-built drawings and/or current floor plans available? If so, please provide for cable routing and compliance planning. Can NCIS provide photo(s) of IDF, MDF, and/or DMARC area/location?
A5 - The Government has a floor plan with workstation layouts that is being provided with this Amendment.

Q6 - List specific ingress/egress constraints and any restrictions on drilling, penetrations, or cable pathways due to historical preservation rules. Provide required NAVFAC forms/submittal types and typical approval timelines.
A6 - No construction should take place, so NAVFAC forms are not necessary.
Q7 - Outline the process, lead times, and vetting requirements for unescorted access for installation/service personnel. Identify any mandatory training (e.g., safety/OPSEC briefings) prior to access.
A7 - NCIS can provide base access request forms and vetting takes 1 week.
Q8 - If an existing Internet account serves the building, please provide account identifiers and billing POC to plan consolidation and avoid duplicates.
A8 - Currently NCIS CNFO has Comcast Xfinity providing ISP and Cable TV services.
Q9 - Define acceptance criteria (e.g., bandwidth test thresholds, latency /jitter, packet loss) and required test reports. Confirm whether as built documentation and labeling standards are required at acceptance.
A9 - As stated in the solicitation, a minimum 1GB dedicated commercial circuit is required along with support.
Q10 - Clarify whether the Government prefers service credits or direct fee offsets once the 4-hour repair window is exceeded. Provide the method for reporting emergencies and the Government POC for SLA enforcement.
A10 - The Government requires direct fee offsets once the 4-hour repair window is exceeded. POC's should agree once a report is made via email/voice/etc. the clock for response has started and should be transparent between parties.
Q11 - Provide any base/NCIS standards for cable labeling, jack numbering, rack layout, and demarcation handoff.
A11 - There is standard labeling and best practice methods currently employed.
Q12 - NCIS will supply the Wi-Fi mesh system--please share the make /model so we can confirm modem compatibility and interface requirements.
A12 - Currently NCIS CNFO is utilizing the Orbi Mesh System on a Comcast Xfinity network.
Q13 - Identify allowable work hours, noise restrictions, and any blackout dates (e.g., drills/ceremonies) that affect installation.
A13 - No blackout dates anticipated. Noise levels could impact courtroom proceeding and could lead to an unexpected delay.
Q14 - Confirm any requirements for handling sensitive but unclassified (SBU) information and visitor device policies during installation.
A14 - NCIS Policy will be implemented and site will be sanitized for visitors.
Q15 - Will NCIS permit a pre-award or post-award site survey? If permitted, please provide available dates and escort requirements (if any).
A15 - A site visit is being added with this Amendment. Base access request forms that require 1 week lead time is required.

A20 - Located in a large data closet for all lines coming into building, 2nd floor.
Q21 - Does the installation space include existing systems requiring special handling or segregation?
A21 - Yes, there will be other lines associated with a DISA node /circuit.
Q22 - Is there currently an ISP agreement in place? If so, with which company?
A22 -Comcast Xfinity was utilized in the space and was transferred to temporary space. This is a renovation project.
Q23 - Is there existing equipment in place, i.e. routers, and switches that provide network connectivity? Which devices will be provided by NCIS?
A23 - NCIS will only provide the Orbi mesh system add-on devices.
Q24 - Will the Government provide rack elevation drawings or require the vendor to provide drawing post install?
A24 - The vendor typically provides the elevation drawings to the Government when they deliver the "as-built" documents.
Q25 - Please describe the current condition and routing of any existing conduits/ducts serving Building 2. Are there any existing cables in these conduits/ducts that we should be aware of, and if needed, can these existing conduits/ducts be used for the new service, or are there any restrictions on their reuse?
A25 - All new cables have been run in the building. Sharing ducts for passing cable should be okay aside from secure area.
Q26 - Does the contractor's scope include any new exterior work (such as trenching and installing new ducts/conduits) between the ISP demarcation point and the building?
A26 - No, the fiber line is already being run to the building on a separate project.
Q27 - The RFQ states that the vendor must have an agreement with an ISP that already has access to the installation and NAVFAC experience.
What type and minimum level of agreement is required (for example, reseller agreement, subcontract, or teaming agreement)?
A27 - The Government requires only one service provider with an active ISP agreement.
Q28 - Who is the current Internet Service Provider (ISP) serving this facility, and is there a list of NAVFAC-approved ISPs for this installation that can provide service to this location?
A28 - The current ISP is Comcast Xfinity, they are currently providing services to this building for other occupants and is what NCIS utilized before renovation project. Another ISP onboard base providing services is AT&T. There are no restrictions limiting other ISPs.
Q29 - For any equipment that requires Government inspection before installation, will the Government handle shipping from the inspection location to the site, or should the contractor include this shipping in its price?
A29 - Shipping shall be included in the vendor pricing at time of quote submission.
Q30 - Approximately how many legacy thin-client workstations will need dedicated Ethernet connections under this requirement?

Q31 - Can the Government provide a floor plan or diagram showing the Wi-Fi-approved areas, legacy workstations, and IDF/MDF rooms to support cabling and equipment layout?

Q32 - Is there an existing fiber circuit or pathway from any ISP into the building that can be reused, or should the contractor assume a completely new circuit build from the ISP network to the building?

Q38 - Will a full closet buildout with rack and ladder rack/basket tray be required? If so, what type of rack and cable management is required by the Government (2-Post, 4-Post, cabinet, vertical managers, etc.)? Is there adequate power and cooling in this IDF?
A38 - A dedicated closet is available and will be set up by NCIS IT department in conjunction with NAVFAC.
Collaboration will take place to ensure data wire management, labeling, etc. is to business best practice standards.
Q39 - Are there any specific cabling manufacturers or cable color that must be used with the network infrastructure?
A39 - The Government requests blue or green. Red or Yellow should not be used as it is reserved for higher classification.
Q40 - Are there any specific requirements for the WIFI beyond being a mesh system, such as specific manufacturers or capabilities?
A40 - No prohibited foreign manufacturers as observed on SAMS.gov such as Huaweii, ZTE Corp, etc.
Q41 - Is this a standard drop ceiling, office environment? Is there existing cable tray and sleeves through wall penetrations?
A41 - The office environment consists of a standard drop ceiling with plenty of ceiling space/room for running wire and coax, setting up access points, etc. There are conduit tubes going into each room from the data closet.
Q42 - Will the Government require patch cables for the coax and CAT6 ethernet lines, if so, what length on the closet and workstation ends?
A42 - The Government will provide patch cables for the comm closet and from the wall to the workstations for NCIS equipment.
Q43 - Will the contractor be responsible for network switching for the WAPs or workstations, if so, are there specific requirements for the switches to be provided? Is it the Government's intention to have the contractor manage the WIFI system over the course of the contract?
A43 - NCIS IT will manage Wi-Fi system as administrator and should have direct access/tech support via ISP.
This is a combined synopsis/solicitation (N63285-26-Q-S008) for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined solicitation for commercial services, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation.
This requirement is to procure commercial Internet and Cable Television services for the Naval Criminal Investigative Service (NCIS) Resident Agency at Great Lakes. The facility has undergone a multi-year renovation project which is now entering its final phase. The installation of these services is an essential requirement to bring the facility to full operational capability and ensure compliance with NCIS infrastructure standards and policies. The scope of this requirement includes both the Secure Wireless Internet as well as the Cable Television Services. In accordance with FAR Part 12 and 13, the NCIS Acquisition Division is issuing a solicitation for the acquisition of such services. Required specifications are listed in Schedule of Supplies/Services. A Request for Quote (RFQ) is being requested and a separate written solicitation will not be issued.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, Effective 08/07/2025, and Defense Federal Regulation Supplement (DFARS) Change 01/17/2025. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.acquisition.gov.
The Quoter is responsible for ensuring their quote has been received by the Contract Specialist via email by the date and time specified above.
Delivery delays that cause a quote to be late are not the responsibility of the Government agency.

PLEASE PROVIDE THE FOLLOWING INFORMATION IN YOUR QUOTE:
Please submit quote responses to the Contract Specialists named above. Quotes must include company name, address, POC and email, CAGE Code, UEI number, TIN number and phone and fax numbers. Schedule of Supplies and Services, Unit and Extended Price shall be filled in. Failure to follow directions will cause the quotes to be unacceptable, deemed non-responsive. No other form of quotation will be accepted.
The Government intends to make an award to the responsive, responsible vendor that represents the best value to the Government, by virtue of being the lowest price, technically acceptable quote (See Schedule of Supplies/Services). Quotes determined to have passed the technical capability requirements will then be evaluated for the lowest price. Quotes shall be evaluated for technical acceptability (only) on an acceptable/unacceptable basis and will not be rated.
Quoter that fails to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1 Instructions to Offerors or reject the terms and conditions of this solicitation shall be excluded from consideration.

FAR 52.212-2 ADDENDUM - EVALUATION - COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA) by meeting the requirements capabilities listed on ITEM NUMBERS 0001- 4002.
Award shall be made to the responsive and responsible offeror who has the lowest price and is technically acceptable. Requests having multiple line items shall be analyzed by the total cost of the quote and not by individual item. All items quoted must be new. No partial awards shall be made.
The Government intends to evaluate quotes and award an order without exchanges with vendors. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. The Government reserves the right to conduct exchanges if the Contracting Officer later determines them to be necessary.
The Government will award a quote that includes the requested information. Partial quotes and/or quotes received after the closing date will not be accepted. This solicitation contains the clauses, terms, and conditions acceptable to the Government. Any quote that contains terms or conditions or any other vendor-specific agreement regardless of how titled or described may be considered unacceptable for award. Vendors are on notice that if they choose to submit a document containing terms and conditions, they are required to demonstrate that those terms and conditions do not conflict with, or differ from, the RFQ's terms and conditions, as well as statute and regulation (e.g., Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)). Compliance with this section is a component of technical acceptability. Accordingly, a quote that contains vendor-specific terms and conditions that conflict with statutory or regulatory requirements, or are otherwise disadvantageous to the Government as noted above, may be determined unacceptable. Further, NO such terms and conditions will be accepted after award.

STATEMENT OF WORK
FOR
ETHERNET DEDICATED INTERNET
1. SCOPE OF WORK:
This requirement is to procure commercial Internet and Cable Television services for the Naval Criminal Investigative Service (NCIS) Resident Agency at Great Lakes. The facility has undergone a multi-year renovation project which is now entering its final phase. The installation of these services is an essential requirement to bring the facility to full operational capability and ensure compliance with NCIS infrastructure standards and policies. The scope of this requirement encompasses two primary components:
Secure Wireless Internet: A dedicated, commercial high-speed internet circuit and the professional installation of a comprehensive wireless (Wi-Fi) network, including all necessary hardware such as access points, to provide coverage throughout the entire NCIS Resident Agency space.
Cable Television Service: A coaxial cable television service to provide staff with the ability to monitor current events and receive critical base-wide broadcast alerts for situational awareness.
The selected contractor shall be responsible for the complete, turnkey installation of both service lines. The resulting contract will have a five-year , during which the contractor must provide all necessary ongoing maintenance and technical support to ensure service period of performance continuity.
2. SPECIFICATIONS:
Technical Specifications - Internet Service The contractor shall provide a 1 Gbps (Gigabit per second) Ethernet Dedicated Internet (EDI) service delivered via a dedicated commercial circuit to the NCIS Resident Agency. The provided Internet Service Provider (ISP) modem/router must be fully compatible with a Government-furnished commercial-grade Wi-Fi mesh system. The contractor's equipment must be capable of being configured into "bridge mode" to allow the Government's networking equipment to handle all internal routing and IP address assignments.
Technical Specifications - Cable Television Service The contractor shall provide a standard coaxial cable television service. Coax will need to be ran and terminate at each room designated during the site visit. The required channel lineup will be specified at the time of order but, at a minimum, must include all major local broadcast networks and national news channels to ensure NCIS personnel can monitor current events and receive base-wide emergency alerts.
Installation and Operational Requirements Base Access: The contractor shall be solely responsible for obtaining all necessary security credentials, background checks, and passes for its personnel to perform work unescorted on the naval installation. The Government (NCIS) will not provide escorts for the initial installation or for any subsequent maintenance or service-related visits.
Facility Coordination: The contractor must coordinate all installation activities with the appropriate US Navy Facilities and Public Works departments. All work must comply with applicable Department of War (DoW) and local installation standards.
Historic Building Compliance: Due to the historical designation of the building, the contractor must obtain explicit, written approval from Navy Facilities personnel prior to making any new penetrations or modifications to the building's structure, including ingress/egress points for cabling.

The contractor must adhere to the following minimum SLA for any emergency service disruptions (e.g., loss of service due to damaged lines or equipment failure):
Response Time: The contractor must acknowledge and confirm a service outage report within one (1) hour of notification.
Resolution Time: The contractor must restore service to full operational capability within four (4) hours of the initial report. Failure to meet this Resolution Time will result in financial penalties as will be specified in the contract terms and conditions.
Government-Furnished Equipment (GFE) The Government (NCIS) will provide the following equipment for the internal network:
Commercial Wi-Fi Mesh System Network Switches & additional Routers as needed All Ethernet patch cables required for the Local Area Network (LAN)
Administrative Requirements The contractor shall consolidate billing for both Internet and Cable TV services onto a single invoice. As the incumbent provider, Xfinity/Comcast is currently servicing the building. If the incumbent is awarded this contract, these new services shall be added to the existing Government account for the facility to prevent account duplication.
3. SITE VISIT:
A site visit is available to allow the contractor to verify the space to ensure design of the dimensions of their product line and plans are correct. The site visit can be scheduled on December 22-23, 2025 between 1030-1500 EST. Contractor shall request for a site visit and a mutual time slot will be agreed upon for the site visit. Attendees should meet with contact listed below, at the base visitor's center to register and obtain a visitor badge/pass.
All attendees are required to get visitor's passes and must be U.S. citizens. Attendees should assemble at the base visitor center and will be escorted to the work site. To arrange for site visit, contact Special Agent in Charge Arturo Hernandez, arturo.hernandez@ncis.navy.mil.
4. PLACE OF PERFORMANCE:
The primary place of performance shall be at the Government's location of Naval Station Great Lakes (NS Great Lakes), Naval Criminal Investigative Service (NCIS) Central Field Office, Resident Agency, 2540A Paul Jones St., Bldg. 2, 2nd Fl East, Great Lakes, IL 60088.
5. PERIOD OF PERFORMANCE:
The period of performance is for a Base Year plus 4 (four) option years.
