About this opportunity
The Department of Energy Office of Science is seeking engineering services through Argonne National Laboratory to conduct a comprehensive study estimating the manufacturing advantages of dry-coating cathode electrodes in lithium-ion battery cell production facilities. The solicitation requires a detailed analysis comparing dry-coating technology with traditional wet-coating processes for NMC811 cathode layers, focusing on design modifications and cost implications across three manufacturing plant capacities: 5, 25, and 50 GWh annual production. The contractor must provide quantitative assessments of the advantages and challenges associated with implementing dry-coating technology in battery manufacturing operations. The original proposal submission deadline has been extended twice through addenda, with the final deadline set for June 27, 2025, at 3:00 PM CT. The procurement falls under NAICS code 541330 for Engineering Services and PSC code R425 for Professional Engineering/Technical Support.
This solicitation does not include any set-aside designations and is open to all qualified contractors capable of providing specialized battery manufacturing analysis services. No incumbent contractors or current service providers are identified in the available documentation. The contract will require performance across the United States, with the research expected to deliver a technical report providing insights into potential manufacturing improvements for lithium-ion battery production. The study timeline and specific budget ranges are not specified in the solicitation materials, though the work involves analyzing three distinct plant size scenarios ranging from small-scale 5 GWh facilities to large-scale 50 GWh manufacturing operations. The research objective centers on supporting technological advancement in battery manufacturing processes by evaluating alternative electrode coating techniques that could impact the future of lithium-ion battery production efficiency and cost-effectiveness.
Notice text
This requirement is for a study to estimate the change in design and cost of a LIB cell plant that uses dry coating of the cathode electrode with respect to the more common wet coated electrodes used today. The data and analysis will be used for three plant sizes rated for 5, 25, and 50 GWh per year capacity plants. This work is expected to provide the Laboratory with a quantitative estimate of the advantages and challenges of using dry coated NMC811 cathode layers over the more common wet coating process.
