The General Services Administration (GSA) is seeking contracted services to develop a streamlined model for estimating the economic impacts associated with Federal office operations. GSA is seeking the development of a simple and repeatable methodology to estimate the economic activity associated with Federal office occupancies. The purpose of the model is to help inform GSA decision making and discussions with local governments about the economic activity generated by Federal building occupancy and operation. The methodology is not intended to provide precision in estimating impacts, but rather it must provide accuracy sufficient to make meaningful comparisons between existing or proposed occupancies.
The methodology must focus on general purpose facilities (e.g., not laboratories or land ports); rely upon industry benchmarks and knowledge of existing studies rather than empirical research; and it must be repeatable by GSA staff using a small number of readily available inputs.
