Offeror's Questions GSA's Answers
1 1.2 Is there an incumbent for this work? If so, who is the incumbent or other firm(s) who has worked on this type of model for GSA Public Buildings Service, Center for Urban Development?
There is no incumbent for the work outlined in this RFP.
2 2 Does the GSA define “using readily available data and non-proprietary software” in the model as being inclusive of government developed input-output models?
GSA's interest in "readily available data and non-proprietary software" is driven by our need for the model to be populated with data inputs that do not require resource intensive data gathering (e.g., site specific surveying), are repeatable by GSA, and do not require boutique software that would not available for GSA's future use. However, if existing government or private sector software, such as relevant input-output models, would be available to support the model and commercially available for GSA's use (e.g., via license) that would be acceptable.
3 3.1.5 Does GSA have an existing model for estimating economic impacts?
We are using some standard and widely availble tools to conduct basic input/output analysis, particularly regarding construction phase impacts, but we do not have an existing model that looks at operations related impacts.
