About this opportunity

The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia is establishing a five-year Basic Ordering Agreement (BOA) to procure repair, evaluation, and modification services for H-1 aircraft components, specifically video recording and reproducing equipment. The government intends to solicit under single-source authority (FAR 6.302-1) using FAR Part 15 negotiated procedures, citing the lack of necessary technical data to perform repairs internally. All responsible sources may submit capability statements within 15 days of the February 5, 2026 publication date to express interest and demonstrate their capability to perform the required services. The government will evaluate responses and determine at its sole discretion whether to compete the contract based on received submissions. The response deadline is February 20, 2026, and interested parties should contact the Point of Contact, Timika Nicholson, at Timika.D.Nicholson.CIV@us.navy.mil for additional information regarding source approval requirements and proposal submission procedures.

No set-aside designation applies to this procurement. The government has identified Safran Data Systems Inc. (CAGE 1UAE7) as the intended recipient, though the government will consider proposals from other qualified sources. The estimated requirements over the five-year period include 70 video recorders at $34,059 per unit with a 25-day turnaround time, and 200 video memory units at $7,435 per unit with a 41-day turnaround time, representing a potential award value exceeding $3 million. Source approval is required, and unapproved sources must submit source approval documentation with their proposals; however, award will not be delayed pending new source approval. All interested contractors must fall within NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC 5836 (Video Recording and Reproducing Equipment).
