About this opportunity
The Department of the Navy's Naval Supply Systems Command, specifically the Office of Naval Intelligence located in Washington, DC, has issued a Special Notice regarding a sole-source procurement for ESRI ArcGIS Maintenance. The notice indicates the intent to negotiate with Environmental Systems Research Institute, Inc. (ESRI) for a one-year Firm Fixed Price (FFP) contract. The procurement will provide a tailored proprietary platform for ArcGIS Support Maintenance, which will serve both civilian and military workforce needs. This Special Notice is being published strictly for informational purposes and is not a competitive solicitation. The contract will be executed under the authority of Federal Acquisition Regulation (FAR) sections 13.106-3 and 6.302-1(b)(ii), which allows for single-source procurement under specific circumstances.
The primary objective of this Special Notice is to secure an annual maintenance subscription for ESRI ArcGIS software, which includes license upgrades and telephonic help desk support. The procurement will be made through the GSA schedule, with pricing determined using historical data, an Independent Government Cost Estimate (IGCE), and published GSA price lists. The notice specifies a short timeline, with the posting date of May 22, 2025, and a due date of May 27, 2025. Only ESRI is considered eligible for this contract, as the Limited Source Justification document indicates that replacing the current proprietary software would not be cost-effective and could cause unacceptable delays in meeting timeline requirements. Contractors interested in understanding more about this opportunity are directed to contact the Contracting Officer, Crystalyn Gale, via email at Crystalyn.r.gale.civ@us.navy.mil. The total contract value is below the threshold requiring a formal acquisition plan, and the Office of Naval Intelligence has determined this represents the best value for their specific technological needs.
