About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking proposals through solicitation N6824623Q0100 to provide galley services aboard the USS Emory S. Land at Naval Base Guam. The contractor will prepare and serve 375 sailors breakfast, lunch and dinner seven days a week from December 2023 through April 2024, meeting Navy nutrition guidelines from a pre-approved menu. (i) This is a combined synopsis/solicitation for a commercial SAP requirement prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
(ii) Solicitation number is N6824623Q0100 and is being issued as a Request for Quotes (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through:

(iv) This requirement is a 100% Small Business Set-Aside and the Small Business Professional (SBP) concurs with the set-aside determination. The associate NAICS Code is 722310 – Food Service Contractors and the small business size standard is $47.0.

(i) This is a combined synopsis/solicitation for a commercial SAP requirement prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
(ii) Solicitation number is N6824623Q0100 and is being issued as a Request for Quotes (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through:
Federal Acquisition Circular (FAC) 2023-02
(iv) This requirement is a 100% Small Business Set-Aside and the Small Business Professional (SBP) concurs with the set-aside determination. The associate NAICS Code is 722310 – Food Service Contractors and the small business size standard is $47.0.
(v) See attachment (a) – Quotation Sheet for a list of line item number(s) and items, quantities, and units of measure (including option(s), if applicable).
(vi) The Government requires a single-award Purchase Order contract to provide the USS EMORY S. LAND Galley Services.

A purchase order will be awarded to the quoter that is determined to be the most advantageous to the Government, price and other factors considered in accordance with Attachment (c) 52.212-2, Evaluation-Commercial Products and Commercial Services.
(vii) The purchase order will have a base period of performance and four option periods as follows:
