About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC EXWC), Port Hueneme, California, has formally cancelled solicitation N3943026R0001 effective August 11, 2026, through Amendment 0004, foreclosing all pursuit activity on this requirement.

The solicitation was a 100 percent small business set-aside for an Equipment Support Services contract covering maintenance, repair, corrosion prevention and control for Civil Engineering Support Equipment, Civil Engineer End Items, Material Handling Equipment, Weight Handling Equipment, support vehicles, and Containerized Base Camp Facility items at Naval Base Guam and various locations on the island of Guam. The contract was structured as a firm fixed price, single award IDIQ with a base ordering period of 60 months and an extension period not to exceed 6 months, with a maximum ceiling of $17 million across all task orders. NAVFAC intended to issue a seed task order concurrently with basic contract award. The original proposal due date was March 18, 2026, and was extended to August 11, 2026 to permit notification of the cancellation.

The Government cancelled the solicitation due to revisions in technical requirements and scope changes subsequent to issuance, and identified ambiguities and inconsistencies in evaluation criteria and technical specifications that could prevent fair competition. All previously submitted proposals are rejected and will not be evaluated. NAVFAC intends to reissue a revised solicitation under a new solicitation number with updated requirements and clarified terms. The NAICS code was 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; PSC was J038.
