About this opportunity

The United States Marine Corps seeks rental of transportation equipment—one TUG truck and three forklifts—for the MALS-12 Valiant Shield exercise at Anderson Air Force Base, Guam, with proposals due May 18, 2026. The procurement is a Total Small Business Set-Aside under NAICS 532490.

Place of performance is Anderson Air Force Base, Guam (MSA-3 area). Equipment rental runs from May 19 through July 15, 2026, comprising one 6,000-pound forklift (46 days), two 10,000-pound forklifts (46 days), and one TUG truck capable of offloading cargo from aircraft and ship (52 days). The TUG truck requires DD 626 Motor Vehicle Inspection Hazardous Materials certification, a 10-pound fire extinguisher with minimum Underwriter's Laboratory capacity rating of 10-B:C or equivalent multi-purpose dry chemical rating, and capability to display explosive material placarding per CFR and DOT regulations.

The contractor provides fuel, all scheduled and unscheduled maintenance at no additional cost beyond the negotiated lease rate, preventive maintenance, and 24-hour maintenance support. If maintenance causes equipment downtime exceeding 24 hours, the contractor must supply replacement equipment of comparable make and model. The contractor bears transport fees, all parts and labor, and furnishes operator identification for base pass coordination. Equipment must meet manufacturer maintenance specifications and comply with local safety and health protection requirements.

Evaluation criteria are technical capability (meeting all specifications), price reasonableness per FAR 12.204(a), and past performance per DFARS 204.7603. The Government intends one aggregate award but reserves the right to make multiple awards without discussions. All three line items must be priced for responsiveness. Quotes are valid 90 days and must be submitted via email to adrian.p.powell@usmc.mil. Questions are accepted only within 24 hours of RFQ posting. Offerors must register in SAM and provide Unique Entity ID, CAGE Code, and Federal Tax ID Number. Amendment 002 on May 18 extended the proposal due date; Amendment 001 on May 17 extended the deadline and changed place of performance for the TUG truck.
