About this opportunity

The Department of Energy Office of Science is seeking a subcontractor to design, manufacture, and deliver an equipment enclosure for a Proton Exchange Membrane (PEM) Megawatt-Scale Low Temperature Electrolyzer Research Capability project at the National Renewable Energy Laboratory (NREL). The project requires creating a 24 x 50 feet enclosure with 12-foot tall ceilings to house and climate control electrolyzer stacks and balance of plant equipment. The solicitation will use a Best Value Selection method, with evaluation criteria weighted as follows: Technical Approach (40%), Project Performance (30%), Capability (20%), and Experience (10%). Proposals are due by June 20, 2025, at 5:00 PM Mountain Time, with technical questions accepted until April 21, 2025. The RFP requires a 10-page technical proposal including sections on experience, technical approach, capability, and delivery schedule, along with 30% structural design drawings.

This solicitation is not set aside for any specific business category and is open to businesses within the Prefabricated Metal Building and Component Manufacturing (NAICS 332311) sector with 750 or fewer employees. The project has an anticipated 12-month performance period, with a preferred delivery date of September 2025, though NREL acknowledges this timeline may be aggressive. The place of performance is Arvada, Colorado, specifically at NREL's Flatirons Campus. The enclosure must meet specific technical requirements, including outdoor rating for temperatures between -22°F and 120°F, design wind speed of 155 mph, and R10 insulation. While the exact contract value is not specified in the documents, the project involves a comprehensive design and manufacturing effort with multiple milestones, including structural design drawings, equipment enclosure manufacturing, and final "As Built" drawings.
