About this opportunity
The 137th Special Operations Wing at Will Rogers Air National Guard Base intends to issue an Invitation for Bids (IFB) for epoxy floor installation in Building 1048, located in Oklahoma City, OK. The Department of the Army National Guard will seek a single firm fixed-price contract for comprehensive construction services, including labor, materials, tools, equipment, and supervision. Interested contractors must be registered in the System for Award Management (SAM) and should plan to attend a pre-bid conference tentatively scheduled for February 4, 2025, at 1000 hours CST. All questions related to the pre-bid conference must be submitted via email by February 12, 2025, to 137somsg.msc.contracting@us.af.mil. The bid opening is tentatively planned for March 3, 2025, with the complete solicitation available exclusively on the Contract Opportunities page at SAM.gov.
The contract opportunity is a total small business set-aside for the North American Industry Classification System (NAICS) code 236220, with a small business size standard of $45,000,000. The project's construction magnitude is estimated between $100,000 to $250,000, with a contract duration of 120 calendar days after the notice to proceed. Contractors must adhere to FAR clause 52.219-14(e)(3), which limits subcontracting to no more than 85 percent of the government-paid contract amount, excluding material costs. Importantly, the contract is subject to fund availability, and the government's obligation is contingent upon appropriated funds being made accessible. The project will require compliance with specific subcontracting limitations and will involve a comprehensive approach to epoxy floor installation at the air national guard base.
