About this opportunity
The Executive Office for Immigration Review (EOIR), a component of the Department of Justice, is seeking to procure and maintain Safety Station equipment across approximately 60 EOIR locations nationwide through this firm fixed-price Requirements Contract (Solicitation Number 15JE1R-26-PR-0033). The safety stations will consist of FDA-approved Automated External Defibrillators (AEDs) with standard accessories and hemorrhagic control kits containing tourniquets, hemostatic gauze, chest seals, trauma shears, and other bleeding control supplies. Key contract requirements include that all equipment must be new and not refurbished or previously leased, vendors must perform facility assessments to determine optimal station placement, and contractors must provide routine maintenance, material resupply, and comprehensive reporting and record-keeping on a quarterly basis. The government will evaluate proposals using three criteria—Technical, Past Performance, and Price—weighted such that technical and past performance combined are equal to price. Questions regarding the solicitation must be submitted to Andrew.Byrnes@usdoj.gov by March 20, 2026 at 5:00 PM ET, with quotes due by March 27, 2026 at 5:00 PM ET.
This solicitation carries no set-aside designation, as EOIR seeks maximum competition and all qualified vendors are eligible to bid. No incumbent contractor has been identified in the available documentation. The government anticipates awarding approximately 100 total safety stations across its nationwide footprint, with an initial deployment of approximately 65 stations, and has provided a comprehensive list of 69 EOIR facility locations to enable accurate cost estimation and logistics planning. The base contract period runs from May 1, 2026 through April 30, 2027, with four optional one-year renewal periods extending through April 30, 2031, and vendors must complete all delivery and deployment within 120 days of contract award. The place of performance is Falls Church, Virginia 22041, and the contract will be structured on a per-station basis with pricing submitted as firm fixed-price for the government's evaluation and potential award decision.
