About this file

This document contains responses to vendor questions regarding a Request for Quote (RFQ) for Safety Stations issued by the Executive Office for Immigration Review (EOIR), a component of the Department of Justice. The RFQ seeks to procure and maintain safety stations across approximately 60 EOIR locations nationwide, with an estimated total of 100 units (approximately 1–2 stations per building). The base year contract runs from May 1, 2026 through April 30, 2027, with four optional renewal periods extending through April 30, 2031. This is a firm fixed-price requirements contract with no guaranteed minimum order quantity, though initial placement is anticipated at approximately 65 stations. Delivery and deployment must commence no later than 60 days after contract award and be completed within 120 days of award.

Key solicitation details clarified in the Q&A include that vendors may propose any FDA-approved AED device meeting the SOW criteria, and may utilize authorized distributors or manufacturer partnerships. The government does not require personnel training on AED or bleeding control kit use. Maintenance will follow industry standards, with AED units requiring onsite service while bleeding control kit maintenance may be performed remotely. The government will provide facility points of contact for coordination but has not specified wall mount and signage requirements. The RFQ is not a small business or SDVOSB set-aside, as EOIR seeks maximum competition. Questions were due March 13, 2026 at 5:00 PM ET (with a later deadline noted as March 20, 2026), and quotes were due March 20, 2026 at 5:00 PM ET (with a later deadline noted as March 27, 2026). All inquiries should be directed to Andrew.byrnes@usdoj.gov.

EOIR Safety Station responses to vendor questions from Combined Synopsis/solicitation #15JE1R-26-PR-0033

1. Is there a minimum order quantity or guaranteed number of safety stations under this requirements contract? Likely to be around 65 as we will need at least 1 station per building.

1. Is there an estimated quantity of stations anticipated per location, or any general guidance on distribution across sites? We anticipate between 1-2 stations per building though we expect the vendor to provide a recommendation in line with the industry standard.

1. What is the expected delivery and deployment timeline for initial placement of safety stations at each location after award? Delivery and deployment to begin no later than 60 days after award and must be completed within 120 days of award.

1. The Government does not typically “lease” consumable medical items such as Bleeding Control Kits. Would the government consider a purchase with an annual maintenance contract and/or supply refresh schedule? Should consider if it saves money. Don’t know if EOIR has documentation to support that leasing is less money or if SFM would consider that.

1. Will the 60 government sites require wall mounts and signage for the safety stations? I don’t believe this was ever brought up. Is this something to consider?

1. Should vendors assume government personnel are trained to use common AEDs and standard BCK items including tourniquets, chest seals, and hemostatic gauze? No Training is required.

1. Would the government consider releasing this RQP as a SB or SDVOSB set aside? Not a set aside as EOIR is trying to gain maximum competition.

1. Will the government provide a recommended AED model specification, or are vendors permitted to propose any FDA-approved AED device that meets federal safety and compliance standards? The vendor may provide any AED that meets the criteria outlined in the SOW.

1. For maintenance requirements, does the government require physical onsite inspections at scheduled intervals, or would a remote monitoring program combined with scheduled supply replacement meet the contract requirements? The government expects that maintenance is performed according to industry standards. I believe AED maintenance will require onsite service while the bleeding control kit might be able to be performed remotely.

1. The solicitation estimates approximately 100 safety stations across 60 EOIR locations. Is this quantity expected during the base year, or could additional stations be ordered through the option years under the FAR 16.503 requirements structure? This is the base year expectation. The number will almost certainly change in future option years.

1. Will the government provide facility points of contact for each EOIR location to coordinate delivery scheduling and receipt of equipment shipments? Yes

1. Are manufacturer warranty programs and service plans acceptable for meeting the maintenance and operational readiness requirements for AED units? The government expects the vendor to perform maintenance according to industry standards and to ensure the provided equipment is safe and operational.

1. Are vendors permitted to utilize authorized distributors or manufacturer partnerships to supply the AED equipment and bleeding control kits required under this program? I see no reason why not.
