About this file
This is a Statement of Work (SOW) for the Executive Office for Immigration Review (EOIR) Safety Station Program, solicitation number 15JE1R-26-PR-0033, issued by the Department of Justice. The contractor must establish and maintain a Safety Station Program across approximately 60 EOIR locations nationwide. The program requires the contractor to lease equipment to the government on a firm fixed price basis, with a base year running May 1, 2026 through April 30, 2027, followed by four optional one-year periods through April 30, 2031. Pricing must be submitted on a per-station basis, with the government anticipating approximately 100 total safety stations. All equipment must be new, not refurbished or previously leased.
The Safety Station Program consists of three core elements: equipment, maintenance and resupply, and reporting and recording. Equipment requirements include FDA-approved AED devices with industry standard accessories and hemorrhagic/bleeding control kits, with placement determined after the vendor performs facility assessments using government-provided floorplans. The contractor must perform routine maintenance according to industry standards, restock materials as needed based on usage and expiration dates, and administer quarterly inspection checklists, maintenance records, usage logs, EMS notification protocols for AED locations, and security notification processes when equipment is removed. All records remain government property. Questions must be submitted by March 13, 2026 at 5:00 PM ET, with quotes due by March 20, 2026 at 5:00 PM ET.
