About this opportunity
The National Park Service Alaska Region seeks quotations for one small wheel loader equipped for high-lift truck loading, snow pushing, and sub-Arctic operations at Wrangell–St. Elias National Park, with quotations due June 4, 2026. This is a Total Small Business set-aside (NAICS 333120, 1,250-employee size standard).
Place of performance and delivery is Wrangell–St. Elias National Park, Copper Center, Alaska. The loader specification calls for a Caterpillar 938 or approved equal with minimum 188 hp (Tier 4 Final/Stage V), breakout force of 26,000 lbs, maximum roading speed of 25 mph or greater, operating weight of at least 35,000 lbs, and hydrostatic transmission with operator-selectable modes. Required attachments include a 3.5 cubic yard general-purpose bucket, 12-foot snow pusher, forks, heavy counterweight (minimum 1,200 lbs), and 23.5R25 winter traction tires. The machine must feature a Fusion hydraulic quick coupler (or compatible coupler from alternative manufacturers such as Volvo or Hitachi per Amendment 0002), auxiliary hydraulics, premium LED lighting, extreme cold-weather packages (cold-oil cooler bypass valve, ether starting aid, 120V block heater, −58°F factory coolant, heated engine breather kit, four 1,000-CCA batteries), deluxe air-suspension seat, and a Cat Payload System or equivalent with thermal ticket printer. The vendor's authorized dealer must be located within 225 miles of Copper Center and provide remote mobile field service support. Minimum 12-month full machine warranty is required. Delivery is due December 31, 2026.
Award is firm fixed-price. Evaluation uses a Lowest Price Technically Acceptable approach, where technical strength in meeting or exceeding specifications is primary, followed by price fairness and reasonableness. Quotations must include pricing for both the wheel loader and 12-foot snow pusher, submitted electronically to janet_milson@ios.doi.gov on company letterhead with the stated contract number. Vendors must be registered in SAM. Contracting Officer: Janet Milson (janet_milson@ios.doi.gov); Point of Contact: Japheth Heidelberg (907-707-9172, japheth_heidelberg@nps.gov). Two amendments (0001 and 0002, posted May 18 and May 20) clarify small business set-aside status, dealer service location requirements, and coupler compatibility; offerors must acknowledge receipt prior to the deadline.
