About this opportunity
The National Park Service, Alaska Region, on behalf of Point Reyes National Seashore, seeks qualified small business contractors to replace siding and repaint the exterior of the historic Pierce Ranch Hay and Horse Barn in Inverness, California, with sealed bids due July 15, 2026, at 5:00 PM local time. The procurement is a Total Small Business Set-Aside (small business size standard $45 million), with NAICS 238170 (Siding Contractors) and PSC Z2JZ (Repair or Alteration of Miscellaneous Buildings).
Work includes surface preparation, priming, and painting of approximately 12,400 total square feet of exterior surfaces across both structures, plus selective in-kind replacement of deteriorated wood elements including redwood battens, siding, fascia, and gutters. The project period is 79–90 calendar days from Notice to Proceed, with an estimated completion by November 30, 2026. The contractor must commence work within 10 calendar days of award.
Contractors must comply with EPA lead-safe work practices for surface preparation of presumed lead-based paint on these 19th-century structures and submit a Historic Preservation Treatment Plan, Site-Specific Safety Plan, Quality Control Plan, and Waste Management Plan prior to the preconstruction conference. Davis-Bacon prevailing wage rates apply. Performance and payment bonds equal to 10 calendar days after award are mandatory. An offer guarantee of 20 percent of the bid price or $3 million (whichever is less) is required. The contract specifies a one-year workmanship warranty and 10-year manufacturer's warranty for paint products.
Questions are due July 7 at 5:00 PM ET. A group site visit is scheduled for July 1 or July 8 at 10:00 AM Mountain Time; interested bidders should contact Site Representative Paul Engel at paul_engel@nps.gov or 415-858-9666. Evaluation criteria are technical capability, relevant experience (preferably in Alaska within the past five years), safety programs and practices, and total price. Award goes to the responsible quoter offering best value. The Contracting Officer is Ronald Bunch, 907-201-7719, ronald_bunch@ios.doi.gov. Amendment 001, effective June 30, updates drawings and clarifies scope; all other terms remain unchanged.
