About this opportunity

The U.S. Department of Agriculture Agricultural Research Service is conducting a market survey to identify potential small business contractors capable of providing Enzyme Linked Immunosorbent Assay (ELISA) Kits for detecting H5 Highly Pathogenic Avian Influenza (HPAI) exposure in swine and cattle hosts. The agency specifically requires 100 multi-species compatible detection kits that can identify antibodies for the 2.3.4.4 clade virus sub-strain, with technical specifications including 96-well plate format, 10-25mL sample input range, and compatibility with Biotek ELx800 equipment. This is a pre-solicitation Sources Sought Notice under NAICS code 334516 with a size standard of 1,000 employees, designed to assess the availability of qualified small business contractors including SBA-certified HUBZone, 8(a), Women-Owned, and Service-Disabled Veteran-Owned Small Business firms. The technical evaluation will prioritize clade 2.3.4.4 sensitivity, species range compatibility, and delivery schedule adherence over pricing considerations. Companies interested in demonstrating their capabilities must submit capabilities statements by July 18, 2025, at 5:00 PM CST to Jennifer Busbea at jennifer.busbea@usda.gov or 970-851-3746.

This market research initiative does not include any set-aside designations at this stage, as the government will determine whether to limit competition to small business firms or proceed with unrestricted solicitation based on the responses received. No current incumbents or contractors are identified in the notice, and no specific award values or budget ranges are disclosed for this procurement opportunity. The contract requires delivery of 100 total ELISA kits following a structured timeline: 15 kits upon contract award, 10 kits delivered every 30 days for months 2-7, and 5 kits delivered every 30 days for months 8-12. The procurement falls under PSC category 6640 for Laboratory Equipment and Supplies, reflecting the specialized nature of the diagnostic testing equipment required. This Sources Sought Notice serves solely as market research and will not result in any awards, with respondents not being notified of the results as the government uses the information to make appropriate acquisition decisions.
