About this file
This document is an Attachment 1 Specification for the procurement of ELISA Kits for detecting H5 Highly Pathogenic Avian Influenza (HPAI) in swine and cattle. The United States Department of Agriculture (USDA) Agricultural Research Service requires 100 multi-species compatible detection kits that can identify antibodies for the 2.3.4.4 clade virus sub-strain, with specific technical requirements including 96-well plate format, 10-25mL sample input range, and compatibility with Biotek ELx800 equipment. Delivery is structured in three phases: 15 kits upon contract award, 10 kits every 30 days for months 2-7, and 5 kits every 30 days for months 8-12.
The related federal contract opportunity is a pre-solicitation Sources Sought Notice targeting small businesses, including SBA-certified HUBZone, 8(a), Women-Owned, and Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors. The NAICS Code is 334516 with a size standard of 1,000 employees. Interested companies are invited to submit capabilities statements by July 18, 2025, at 5:00 PM CST to Jennifer Busbea, with technical evaluation prioritizing clade 2.3.4.4 sensitivity, species range compatibility, and delivery schedule adherence over pricing.

Attachment 1 – Specifications Project: Procurement of ELISA Kits for use in the detection of H5 Highly Pathogenic Avian Influenza in Swine and Cattle hosts
GENERAL INFORMATION
1.0 Scope of Work: Procurement of Enzyme Linked Immunosorbent Assay (ELISA) Kits for use in the detection of H5 Highly Pathogenic Avian Influenza (HPAI) exposure in Swine and Cattle hosts. Period of Coverage is expected for 12 months from Date of Award.
2.0 Background: A recent Highly Pathogenic Avian Influenza outbreak amongst domestic poultry and cattle has resulted in a consistent need for large quantities of Enzyme Linked Immunosorbent Assay Kits (ELISA) for the detection of H5 HPAI exposure in study animals. Circulating antibodies against influenza directly interfere with our research goals of studying the immune response of naive animals upon exposure to H5 highly pathogenic avian influenza (HPAI). Our current research needs dictate the ability to test animals prior to purchase and throughout research studies to measure immunity against the currently circulating H5 HPAI influenza strains using an Enzyme Linked Immunosorbent Assay (ELISA). The ELISA that we require detects antibodies to H5 HPAI in the blood (serum) of research animals. We specifically need the ability to detect a currently relevant North American HPAI H5 sub-strain from the 2.3.4.4 clade.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
· Detection Kits must use Enzyme Linked Immunosorbent Assay (ELISA) to detect H5 HPAI antibodies.
· ELISA kit must detect the currently relevant virus sub-strain categorized as clade 2.3.4.4
· Detection Kits must be Multi-species compatible including Avian, Swine, and Cattle hosts
· Detection Kits must include protocols for both detecting virus in Milk and Serum
· Detection Kits must use 96-well plate format with the ability to run 8-well strips.
· Detection Kits must be capable of using sample input range from 10-25μL
· Detection Kits must be compatible with use in existing equipment, specifically Biotek ELx800
· Total Quantity: 100 kits delivered as detailed below.
· Quote shall include all shipping and customs charges as applicable
4.0 Deliverables/Schedule:
Delivery 1: 15 kits upon award of contract.
Delivery 2: 10 kits per 30 days from date of first shipment, months 2-7.
Delivery 3: 5 kits per 30 days, months 8-12
5.0 Evaluation Factors: Technical Capability, particularly clade 2.3.4.4 sensitivity & species range compatibility and adherence to delivery schedule is more important than price.
