About this opportunity
The National Institute of Standards and Technology (NIST), a component of the Department of Commerce, is soliciting quotations for the procurement of one new environmental test chamber system and one compatible water recirculation system to support advanced metrology research on two-dimensional and wide bandgap materials for semiconductor device reliability testing. The environmental test chamber must meet specific technical requirements including a workspace greater than 1.5 cubic feet, temperature range of -35°C to +175°C with 0.5°C control tolerance and 1°C uniformity, humidity range of 10% to 95% RH, non-CFC cascade refrigeration, GN2 purge system, electronic touch screen controller, and a 3-year parts/1-year labor warranty. The water recirculation system must be a closed-loop design utilizing tap water with all necessary pumps, connectors, and a 3-year supply of water filters. Award will be made to the lowest-priced, technically acceptable offeror whose equipment meets or exceeds all minimum requirements specified in the Statement of Work; the Government reserves the right to award without discussions based solely on initial quotes. Quotations must be submitted electronically in three separate volumes (Technical, Price, and Terms and Conditions) by 12:00 pm Eastern Time on April 10, 2026, with price quotations valid for 90 days from the due date, and pre-quote inquiries must be submitted in writing within two calendar days of solicitation issuance.
This is a full and open competition with no set-aside designation, and no incumbent contractor or award value is specified in the solicitation documents. The procurement covers one unit each of the environmental test chamber and water recirculation system, with delivery required FOB Destination to NIST Boulder (325 Broadway, Boulder, CO 80305) within 6 weeks of award and installation required within 30 days of delivery. Payment is 100% upon installation acceptance and successful completion of performance testing demonstrating conformance with specifications, with a total period of performance of up to 15 weeks from award, excluding warranty periods. All quoters must maintain an active registration in the System for Award Management (SAM.gov) at the time of submission and through contract award and final payment. Contractor personnel performing work at NIST must comply with NIST security requirements, including identification badges and vehicle registration, and are prohibited from responding to media inquiries.
