About this file

This is a Questions and Answers document for solicitation 1333ND26QNB030074, an Environmental Test Chamber procurement by the National Institute of Standards and Technology (NIST) under the Department of Commerce. The Q&A addresses vendor inquiries regarding system specifications and requirements for an environmental test chamber featuring a closed-loop water recirculation system.

Key clarifications provided include: the water system should be closed-loop and appropriate for the quoted chamber, with water quality and temperature requirements to be determined by the environmental chamber specifications; all pumps, connectors, interfaces, and mounting must be compatible with the selected test chamber; the vendor must provide a 3-year supply of water filters with installation support if filters are difficult to install or require special tooling, with type, size, and replacement schedule dictated by the water filtration unit; the unit must meet all OSHA and applicable compliance standards for U.S. laboratory operation; solid state relays operating at 250 VAC are preferred over 60V DC alternatives; a 1-year warranty on parts and labor is acceptable (noting that the vendor's standard policy does not permit 3-year warranties); and vendors should identify any technical differences or solutions needed to accommodate design requirements such as GN2 options, water circulation/purification systems, and larger access ports that may extend lead times to approximately 40 weeks.

1333ND26QNB030074 Q&A’s

1. The system is described as a closed-loop system utilizing tap water. Are there any specific water quality or temperature requirements for operation within the environmental test chamber?

This will be determined by the environmental chamber. The water system should be closed loop and appropriate for the quoted chamber.

1. Regarding the included pumps and connectors, should the system be compatible with any particular interface or mounting configuration of the test chamber?

All pumps, connectors, interface and mounting should be compatible with the chamber. There is no preference on these, but they should be appropriate for the quoted test chamber.

1. The specification mentions a 3-year supply of water filters. Could you provide details on the type, size, and replacement schedule for these filters and confirm whether the vendor is expected to provide installation support or only the supplies?

The vendor should provide installation support if the filters are difficult to install or require special tooling. The type, size and replacement schedule shall be dictated by the water filtration unit.

1. Are there any certifications or compliance standards (e.g., NSF, UL, or similar) that the recirculation system must meet for safe and reliable operation in the laboratory environment?

The unit shall meet all OSHA and other compliance standards for operations in a U.S. laboratory environment.

1. Which version of relays do you prefer, 250 VAC or 60V DC?

Prefer solid state relays, 250 VAC

1. Designing this type of chamber with the GN2 option, water-circulation/purification and larger access ports will require extra labor and longer lead times possibly 40 weeks.

Provide a solution that best fits the requirement and identify any technical differences

1. We cannot offer 3yr warranties on any of our products, company policy, so we would be able to quote 1yr parts and 1yr labor. Is this acceptable?

Please identify this in your response to the solicitation a 1-year warranty is acceptable.
