NASA/GSFC has a follow-on requirement for the Environmental Test and Integration Services (ETIS) III contract to support the Applied Engineering Technology Directorate (AETD). The principal purpose of ETIS III is to provide environmental test and integration engineering and related services for AETD's Mechanical Systems Division and related organizations throughout GSFC for the formulation, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware and software, including development and validations of new technologies to enable future space and science missions.
The place of performance for ETIS III will be at NASA/GSFC.
It is anticipated that the subject contract will be a Cost-Plus-Award-Fee (CPAF), Indefinite Delivery Indefinite Quantity (IDIQ) Single-Award contract with a five-year ordering period, with a potential additional 6 months per FAR Clause 52.217-8, Option to Extend Services. The maximum ordering value will be $274M, with a unilateral upward adjustment capability of 30% for programmatic uncertainties, if needed, for a total potential Maximum Ordering Value of $356M.
The anticipated contract award date is on or about July 1, 2019. All responsible sources may submit an offer when applicable, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://prod.nais.nasa.gov/pub/pub_library/Omb.html.
The Government does not intend to acquire a commercial item using FAR Part 12.
This procurement will be a full and open competition. The North American Industry Classification System (NAICS) Code for this procurement is 541330, $15M. The anticipated Small Business goals for this procurement are as follows: Total Small Business Goal 26.5%; Small Disadvantaged Business Concerns 5%; Women-Owned Small Business Concerns 3%; Historically Black Colleges and Universities/Minority Serving Institutions 0.5%; HUBZone Small Business Concerns 2%; Veteran Owned Small Business Concerns 2.8%; Service-Disabled Veteran-Owned Small Business Concerns 2.2%.
It is anticipated that a Draft Request For Proposal (DRFP) will be released in late May 2018. This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the SOW. Furthermore, potential offerors will be instructed to submit their OCI mitigation strategies after DRFP release in order for NASA to review them and provide responses to each potential offeror prior to the final RFP release. No proposal/offer is to be submitted during this posting.
The Government anticipates the final RFP to be released in early August 2018. Interested parties are responsible for monitoring the website www.fbo.gov for schedule updates, the release of the solicitation, and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
The ETIS III Reference eLibrary has been created. The Reference eLibrary will be located and available by May 11, 2018 at https://elibrary.gsfc.nasa.gov/. Interested parties are responsible for monitoring the Reference eLibrary for updates.
