About this opportunity

The U.S. Coast Guard's Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) is seeking Environmental Data Services (EDS) for the Search and Rescue Optimal Planning System (SAROPS). The procurement is divided into two primary categories: Subscription Services and Refinements. Subscription Services will include web-based data capabilities such as data source catalogs, format transformations, status reporting, and archiving, with Commercial off-the-Shelf (COTS) data products accessed by SAROPS clients. Refinements will focus on developing enhanced capabilities beyond existing EDS services, including new data elements like sea state, surface temperatures, and advanced analytics for surface current products. The Request for Information (RFI) requires potential vendors to submit detailed information about their services, environmental data capabilities, technical support practices, and pricing estimates for a 12-month period, with responses due by 2:00 pm Eastern Standard Time on April 17, 2025.

This pre-solicitation notice does not indicate a specific set-aside designation, suggesting the opportunity is open to all qualified vendors. The procurement falls under NAICS category 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services, with a PSC classification of 7B22 for IT and Telecom server-related services. While specific award values are not disclosed, the comprehensive nature of the requirements suggests a potentially significant contract scope involving web services, data transformation, and advanced environmental analytics. The contract appears designed to support the Coast Guard's search and rescue operational planning through sophisticated data processing and environmental monitoring capabilities. Vendors will need to demonstrate robust technological infrastructure, expertise in environmental data services, and the ability to provide sophisticated web-based data solutions tailored to maritime search and rescue operations.
