About this opportunity

The United States Agency for International Development Central Asia intends to award an indefinite-delivery, indefinite-quantity contract called Enterprises, Employment, and Enabling Environments to increase employment and jobs through private sector development interventions over five years. The contract will have three components: fostering competitive industries, developing workforce skills and entrepreneurship, and addressing enabling environment constraints. The first task order will be the Future Growth Initiative to promote high-growth industries. Evaluation will consider technical approach, relevant experience, and cost. The agency anticipates posting the full RFP on February 22, 2019 with questions due by March 8 and proposals due by March 22.

There is no set-aside designation. The primary NAICS codes are 541611 and 541618, with PSC codes R497, R498, and R499. The total estimated IDIQ ceiling is $38 million over seven years. The first task order is for the Future Growth Initiative with a period of performance from October 2019 to September 2024 and estimated costs of $15-20 million. Update #2 ·

The United States Agency for International Development, Central Asia (USAID/CA) intends to release a full and open Request for Proposals (RFP) for a five-year, single-holder IDIQ, the Enterprises, Employment, and Enabling Environments (E4) activity. The purpose of E4 is to increase employment and jobs through increased private sector productivity and competitiveness in the region.
Interventions will focus on removing obstacles to growth at the firm level. E4 will work with individuals to develop skills identified by employers or develop entrepreneurial expertise. When appropriate, E4 will work to address legal and regulatory constraints if they are determined to be significant inhibitors of firm growth. These efforts will result in creation of new firms, the growth of existing firms, and new job creation. The first task order issued under E4 will be the Future Growth Initiative (FGI). FGI will promote high-growth industries that will support jobs and incomes for Central Asia's expanding workforce.
E4 will have the following components:
Component #1: Fostering Competitive Industries (Enterprises): USAID will work to strengthen the firm-level competitiveness of target industries by taking a sector and/or economic corridor approach in the region.
Component #2: Develop a capable Workforce and Entrepreneurship (Employment): USAID will support economic opportunity for individuals to tap into and contribute to growing markets. E4 will help individuals to develop skills that are in demand by the private sector, helping them to find employment or create new firms in promising sectors.
Component #3: Creating Conditions for Jobs and Investment (Enabling Environment): USAID will seek to address constraints to broad-based growth that are most impacting business growth and job creation, are politically feasible, and in line with the priorities of partner governments.
