About this opportunity
The General Services Administration (GSA) is seeking a qualified small business to implement an enterprise-wide, scalable marketplace solution for optimizing its real estate portfolio and streamlining federal office space management. The proposed procurement will establish a system enabling GSA and federal agencies to efficiently share and manage existing office assets while providing access to flexible office space. Contractors must demonstrate expertise in real estate portfolio management, SaaS platform integration, and either possess FedRAMP authorization or achieve GSA LiSaaS authorization within four weeks of award. The evaluation will use a best-value trade-off approach with technical factors significantly more important than price, assessing five key areas: product maturity/readiness/compliance, specialized experience, project timeline/implementation plan, past performance, and FedRAMP/security compliance. Proposals are due by March 7, 2025, at 4:00 PM Central Time, with questions and past performance references required by March 6, 2025, at 12:00 PM Central.
The solicitation is a total small business set-aside under NAICS code 541519 with a size standard of $16.5 million, targeting contractors capable of managing complex workplace technology solutions. The initial pilot will focus on Chicago, covering 59 buildings spanning 6.8 million square feet and serving approximately 48,000 users, with potential future expansion to San Francisco (89 buildings, 6.3 million square feet, 38,000 users) and Dallas (108 buildings, 6.2 million square feet, 75,000 users). The base contract period runs from March 12, 2025, through April 30, 2025, with option years extending through April 30, 2027. Additional services include occupancy sensor systems for 500,000 square feet and virtual/on-site concierge management services. The place of performance is primarily in Chicago, Illinois, with the government reserving the right to substitute city locations for future implementation phases. The contract will be awarded on a firm-fixed-price basis, with the total evaluated price comprising the base award and potential options.
