About this opportunity
The Library of Congress Office of Chief Information Officer is soliciting comprehensive Enterprise-Wide Managed Print Services to support the Library's print management program across multiple functional areas including production equipment, the library print shop, copyright printing program, wide-format printers, administrative copier program, reading rooms, and the Congressional Research Service program. The contractor must provide a complete managed print solution covering approximately 1,800 local printers, 397 networked devices, and 247 multi-functional devices with associated leasing, maintenance, help desk support, secure printing solutions, and cost-per-impression pricing for black and white and color printing. Key requirements include FIPS compliance, payment integration capabilities, on-premise device management, archival storage for copyright certificates, and support for specialized printing needs across the Library's facilities. The solicitation will be evaluated using a best value trade-off methodology, with technical approach and past performance weighted as significantly more important than price. The initial deadline for vendor questions was December 18, 2025 at 3:00 PM EST, and the proposal submission deadline is January 8, 2026 at 12:00 PM EST, with a 90-page proposal limitation.
This is a civilian procurement with no set-aside designation, and no incumbent contractor is identified in the available documentation. The contract will run for a base period of nine months (February 1, 2026 through October 31, 2026) with four optional one-year extension periods, potentially extending through October 31, 2030, for a total five-year performance period. While specific award values are not disclosed in the solicitation notice, the contract involves multiple line items for equipment leasing, maintenance services, and cost-per-impression arrangements across the Library's print infrastructure. The place of performance is Washington, DC, including the Capitol Hill complex and several annexes in the Washington, DC, Maryland, and Virginia region. Offerors must provide firm fixed pricing and propose equipment equivalent to the Library's current equipment models in their submissions.
