About this file

This is a solicitation (Request for Proposal) from the Library of Congress for an Enterprise-Wide Managed Print Services contract. The solicitation seeks a comprehensive print management solution covering multiple performance areas including Managed Print Services, Production Equipment, Library Print Shop, Copyright Printing Program, Wide Format Printers, Administrative Copier Program, Reading Rooms, and Congressional Research Service Program. The contract will have a base period of 9 months and four option periods of 1 year each, with an estimated total contract value involving multiple line items for equipment lease, maintenance, and cost-per-impression.

Key details include a proposal submission deadline of December 30, 2025, with proposals to be emailed to Carrie Fairbanks and Julia Davis. The procurement will use a best value trade-off evaluation method, with technical approach and past performance being significantly more important than price. The solution must cover approximately 1,800 local printers, 397 networked devices, and 247 multi-functional devices across various Library of Congress locations in Washington DC, Maryland, and Virginia. The contractor will be responsible for providing secure printing solutions, help desk services, equipment maintenance, and supporting specialized printing needs for departments like the Copyright Office and Congressional Research Service.
