About this opportunity

The U.S. Army Corps of Engineers, Construction Engineering Research Laboratory (CERL), seeks to develop Micro-Computer Aided Cost Estimating System 2nd Generation (MII) project item assemblies and associated data artifacts in support of the Enterprise-SMS program over a five-year ordering period under a Single Award Task Order Contract (SATOC) IDIQ vehicle, with proposals due June 19, 2026. This is a total small business set-aside acquisition; Solicitation Amendment 0001, issued June 5, extended the original June 12 due date by seven calendar days.

Place of performance is Champaign, Illinois. The contractor will develop cost model assemblies across eleven asset domains: building facilities, utilities, waterfront, rail assets, fuel facilities, water control, pavements, bridges, training areas and ranges, specialized assets, and memorial assets. Work consists of seven task types: Type Ia and Ib (replacement models for component types and specifications), Type IIa and IIb (repair models for component types and specifications), Type IIIa and IIIb (preventive maintenance models for component types and specifications), and Type IV (material cost re-surveys and assembly updates). Contractors will utilize the TRACES MII Cost Book as the primary source library, with discretion to develop custom construction items or adjust existing items using q-factors to achieve accurate cost reflection. Material cost surveys must be sourced from three independent sources and adjusted to Seattle, Washington pricing. All developed assemblies become unrestricted intellectual property of the Government upon acceptance.

Proposals comprise four volumes: Technical/Management (20 pages maximum), Past Performance (5 pages maximum), Cost/Price (completed pricing spreadsheet), and Solicitation/Certifications documents. Evaluation applies a Highest Technically Rated with Fair and Reasonable Price (HTR-FRP) approach, weighting Technical Knowledge, Experience and Skills most heavily, followed by Quality Management Process and Past Performance; price is evaluated separately for reasonableness. The contract uses NAICS 541330 and PSC R425, with firm fixed pricing based on fully burdened unit prices per task type across the five-year ordering period. Questions are due June 9 (10 calendar days prior to the extended due date); contact Mr. Booker Jordan, Jr., CERL Contract Specialist, at CERL-CT-QUOTES@usace.army.mil. Interested Vendor Q&As were posted June 2 and June 5.
