About this file
This is a pricing spreadsheet template for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract solicitation for the Enterprise Sustainment Management System (E-SMS) Universal Cost Assembly Development program. Offerors must propose fully burdened unit prices for seven task types across a five-year ordering period, with prices inclusive of all costs, overheads, and profit for delivering project item assembly files to the U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL). The seven task types are: Type Ia (Replacement Model for Component Type), Type Ib (Replacement Model for Component Spec), Type IIa (Repair Model for Component Type), Type IIb (Repair Model for Component Spec), Type IIIa (Preventive Maintenance Model for Component Type), Type IIIb (Preventive Maintenance Model for Component Spec), and Type IV (Material Item Re-Price & Assembly Update).
The spreadsheet provides government estimates for maximum task quantities across five ordering periods and estimated component specifications across eleven asset domains (Building Facilities, Utilities, Waterfront, Rail Assets, Fuel Facilities, Water Control, Pavements, Bridges, Training Areas & Ranges, Specialized Assets, and Memorial Assets). Offerors must enter unit prices in 35 yellow fields on the Proposed Pricing tab, assuming annual escalation will be included. The estimates provided are for solicitation purposes only to assist offerors in developing proposed prices and do not bind the Government to order specific quantities. This is a total small business set-aside acquisition using a Single Award Task Order Contract (SATOC) vehicle under Solicitation Number W9132T26RA003.
