About this file

This document is a Questions and Answers (Q&A) submission for federal solicitation W9132T26RA003, dated 5 June 2026. The Q&A addresses five vendor inquiries regarding cost development methodology, pricing responsibilities, task order scheduling, assembly development approaches, and proposal submission timelines.

The government clarified that contractors may use TRACES MII Equipment and Labor Libraries alongside the primary TRACES MII Cost Book for specialized items, provided such usage does not impede future re-pricing with updated libraries and potential global labor rate adjustments. Contractors are not required to update material, labor, or equipment costs for items already included in the cost book; custom material cost research is only necessary when developing custom construction items not covered in existing resources. Regarding task order scheduling, while specific timelines cannot be guaranteed, the government intends to collaborate with contractors to signal workload intent and establish an annual submission cycle with consistent award timing. For Component SPEC Model development, contractors have discretion to either create custom construction items aligned with specifications or adjust existing items using q-factors to achieve accurate cost reflection. The government extended the solicitation closing date from 12 June 2026 to 19 June 2026, adding seven calendar days to the original 30-day posting period, allowing offerors additional time to evaluate technical requirements across multiple asset domains and develop comprehensive proposals.

Interested Vendor Q&A Submissions for Solicitation: W9132T26RA003

Interested Vendor Question #1 (Ref – PWS, page 3, para 3.2): As stated, the primary source for costs should be the TRACES MII Cost Book. Would the government please confirm if it is acceptable to also use the TRACES MII Equipment and Labor Libraires for specialized equipment and labor that is not included in the Cost Book?

Government Response (GR) #1: The TRACES MII Equipment and Labor Libraries may be used in the development of assemblies SO LONG AS they don’t create a problem for re-pricing the assemblies using future-year cost book/library updates. For future-year re-pricing, the Government intends to use future versions of the TRACES MII Cost Book, Equipment, and Labor Libraries. Also, be aware that we may be making global changes to each discipline’s labor rates for each discipline when doing our re-pricing.

Interested Vendor Question #2 (Ref – PWS, page 9, para 4.7): We understand that for custom items, we will need to source the cost information that reflects current pricing data. However, when using Cost Items from the TRACES Cost Book/Labor Library/Equipment Library, our interpretation is that we should be using the most up to date libraries available but are not responsible for bringing that pricing up to the current date. For example, the current Cost Book has effective pricing as of January 1, 2025.

Will the government please clarify if there is an expectation that the Contractor update to current-day pricing before submittal?

GR #2: Correct. The Government is not expecting the Contractor to update material, labor, or equipment costs of construction items already included in the cost book. The only time material costs would have to be surveyed is when a custom construction item needs to be created that requires a custom material cost needed to complete an assembly.

Interested Vendor Question #3 (Ref – PWS, page 13, para 6): We understand that there will be a period of confirmation/agreement on the requirements and period of performance for each Task Order. Will the government please clarify if there will be any advanced notice of an upcoming Task Order to allow for any necessary staffing/allocation adjustments?

GR #3: While solicitation timelines for task orders cannot be guaranteed, the Government aims to collaborate closely with the contractor to signal projected workload intent and scope throughout the year. To maximize predictability, the Government intends to establish an annual submission cycle with customers, aiming to award task orders at a consistent time each year.

Interested Vendor Question #4 (Ref – PWS, page 4, para 4): When developing Component SPEC Model Tasks, if no applicable MII Cost Book cost item is available

Date: 5 June 2026

(and therefore no corresponding SPEC Model Assembly exists), should the Materials, Crews, Methods, and Means be developed or modified to align with the requirements described in the SPEC?

GR #4: This will be at the discretion of the Contractor. One method could be to develop a custom construction item that aligns with the specification required and use it in its corresponding component TYPE model. Another method could be to use an existing construction item that is close the specification requested, then adjust the assembly (using the q-factor) so that the model reflects more closely the cost of the target SPEC. The goal is to develop accurate assemblies that can be efficiently maintained by the Government.

Interested Vendor Question #5 (Ref – Solicitation, page 1, Block 9): Given the breadth of the requirements described in the PWS and Appendix A, including the development of MII assemblies across multiple asset domains, the creation of custom construction items, material cost research, and the detailed assembly development methodology required for performance, would the Government consider extending the proposal due date by an additional 14 to 21 calendar days? An extension would provide offerors sufficient time to fully evaluate the technical requirements, develop comprehensive staffing and execution approaches, coordinate with key personnel and potential subcontractors, and prepare more complete and competitive proposals for the Government's consideration.

GR #5: The Government will amend the solicitation to extend the solicitation closing date from 12 June 2026 to 19 June 2026; a net increase of seven (7) calendar days. Provided that the solicitation was posted with the intended 30 calendar days period, it is the Government’s opinion that an extra week of proposal preparation is reasonable for all interested parties.
