About this opportunity
The Jet Propulsion Laboratory (JPL), a NASA civilian agency, is seeking qualified vendors to provide Enterprise Endpoint Hardware Services (EEHS) through a Request for Information (RFI) issued on February 26, 2026. JPL intends to transition from a traditional leasing model to a Device-as-a-Service (DaaS) model for approximately 7,250 new computing devices, with vendors required to provide hardware procurement, secure off-site warehousing with imaging and provisioning capabilities, integration with device management platforms (Microsoft Intune/Autopilot or JAMF), asset tracking and lifecycle management, hardware warranty and repair services, and NIST 800-88 compliant data destruction at end-of-life. Key qualifications include the ability to manage approximately 5,250 Windows and Linux devices on a fixed-price basis, assume logistics responsibility for approximately 8,000 legacy assets valued at $5 million during a 48-month transition period, and handle mandatory Apple MacBook Pro devices on flexible, separately-billed acquisition mechanisms. Written questions are due by March 12, 2026, with JPL responding by March 19, 2026, and all RFI responses must be submitted electronically by March 25, 2026. JPL will host three webinars on March 10, 12, and 17, 2026, to address vendor questions, and the anticipated RFP release is expected in May-July 2026 with contract award anticipated in mid-2027.
This procurement is designated as a Total Small Business Set-Aside under NAICS code 541513 "Computer Facilities Management Services" with a $37 million size standard, with JPL considering revised NAICS codes to better align with industry standards. The incumbent contractor is ManTech, and the successful EEHS vendor must acquire existing hardware assets from ManTech at a predetermined Asset Transition Value. The anticipated contract value is $200-$250 million over 10 years, with JPL operating on a 4-year refresh cycle and expecting two-week delivery timelines between order and delivery. Vendors must demonstrate experience with fleet management, legacy asset transitions, and relevant past performance with managed device models through three or more examples. All personnel must be U.S. persons, facilities must maintain strong physical security controls, and all support personnel handling JPL data must be badged and onboarded. The procurement will award to a single vendor, with teaming and subcontracting permitted, and the EEHS contractor will coordinate with a separately awarded Enterprise Endpoint Support Services (EESS) contractor through a joint operating agreement.
