About this file

This is a Request for Information (RFI) issued by the Jet Propulsion Laboratory (JPL), a NASA Federally Funded Research and Development Center managed by Caltech. JPL seeks qualified vendors to provide enterprise endpoint hardware services under a "PC-as-a-Service" model to support approximately 7,250 computing devices. The RFI is for planning purposes only and does not constitute a commitment to procure services. Responses are due by March 25, 2026, with written questions due by March 12, 2026. JPL will host three webinars on March 10, 12, and 17, 2026, to address vendor questions. The procurement may be set aside for small businesses under NAICS code 541513 "Computer Facilities Management Services" with a $37 million size standard.

The vendor must provide a fixed-price solution for approximately 5,250 Windows and Linux devices (2,500 standard laptops, 2,000 high-performance mobile workstations, and 750 high-performance desktops) with flexible, separately-billed acquisition mechanisms for Apple MacBook Pros on 36 or 48-month payment plans. Core responsibilities include hardware procurement and financing, secure off-site warehousing with imaging and provisioning capabilities, integration with Microsoft Intune/Autopilot or JAMF, asset tracking and lifecycle management, hardware warranty and repair services, and NIST 800-88 compliant data destruction at end-of-life. The vendor must also assume logistics responsibility for approximately 8,000 legacy assets valued at $5 million during a 48-month transition and refresh period, including warranty bridge management and decommissioning services. Responses should include company information, socioeconomic classifications, years of experience with managed device models, service delivery capabilities, technical specification confirmations, rough order of magnitude pricing by device category, and three or more past performance examples demonstrating relevant experience with fleet management and legacy asset transitions.

REQUEST FOR INFORMATION (RFI) SUBMITTAL

1.0 BACKGROUND

The Jet Propulsion Laboratory (JPL), a Federally Funded Research and Development Center (FFRDC) managed by Caltech, is NASA's center for robotic exploration of the solar system, driving critical, nationally-significant missions that range from Mars rovers to deep space telescopes. The continuity and success of these missions rely on a robust and highly available IT infrastructure.

JPL is seeking to find Small Businesses from all socioeconomic categories with experience providing the products and services listed below.

Currently, the services described below are managed under a comprehensive support subcontract known as the Institutional Computing Environment (ICE). The current period of performance for this subcontract is set to expire on December 31st, 2027.

JPL is exploring a comprehensive Managed Device Lifecycle model to streamline the procurement, deployment, and management of its computing fleet. JPL seeks information from qualified vendors capable of providing a scalable, fixed-price solution for Windows-based hardware while offering flexible acquisition paths for Apple hardware.

This subcontract is intended to be one of two successors to ICE. The first, known as Enterprise Endpoint Support Services (EESS), will provide all end-user technical support, software engineering, and security compliance for the fleet. This subcontract, known as Enterprise Endpoint Hardware Services (EEHS), will provide and manage the lifecycle of the computer device hardware. Both are expected to have 10-year periods of performance.

JPL's operations are primarily concentrated at a single, large physical site in Southern California. While staff are overwhelmingly on-site, the environment also includes a small, persistent population of remote and traveling workers, including international deployments when missions require it.

The subcontractor will be required to procure and manage an estimated endpoint fleet of approximately:

· 5,000 Windows computers

· 2,000 Apple Mac computers

· 250 Red Hat Enterprise Linux computers

· 5,000 Apple iPhone mobile phones (to be acquired under EESS, but may utilize the logistics services of this subcontract)

2.0 REQUIRED SCOPE OF SERVICES

The proposed solution should follow a "PC-as-a-Service" methodology, encompassing the total lifecycle of the device. The vendor will be responsible for providing approximately 7,250 units under two distinct financial models. Technical support and software engineering will be managed under the Enterprise Endpoint Support Services (EESS) subcontract.

2.1 Fixed-Price Windows/Linux Fleet (5,250 Units)

JPL requires a fixed-price subcontract for 5,000 Windows-based devices, plus 250 running desktop Linux, with the option to “flex up” if that number grows. The Windows and Linux devices should be identical hardware, if possible, and simply loaded with different OS images. The vendor is responsible for hardware provision, financing, and all backend logistics.

Intel Xeon W/AMD Threadripper, 128GB+ ECC RAM, 4TB NVMe Gen 5, NVIDIA RTX 6000-class.

2.2 Flexible Apple Computer Acquisition

The subcontract must include a mechanism for the as-needed purchase of Apple MacBook Pro laptops.

· Payment Model: 36-month or 48-month payment plans.

· Integration: Managed through the same imaging and logistics pipeline as the Windows fleet but billed separately from the fixed-price subcontract.

3.0 SERVICE LEVEL RESPONSIBILITIES

The vendor must provide a "turnkey" logistics solution. This solution must be certified for federal government use but does not need to be dedicated to JPL (shared resources are preferred). Note: Technical support and last-mile delivery to the end user are handled by JPL’s separate Enterprise Endpoint Support Services (EESS) subcontract.

· Procurement & Financing: Sourcing all hardware and providing a predictable cost structure.

· Warehousing: Secure, off-site storage with capacity for rapid deployment.

· Imaging & Provisioning: Enrollment in Microsoft Autopilot/Intune or JAMF; application of JPL-standard BIOS/Firmware configurations, Red Hat Enterprise Linux system images. Approved images to be provided by EESS.

· Lifecycle Management: Asset tracking, scheduled refreshes (3–4 years), and hardware-level warranty repair.

· Sanitization: NIST 800-88 compliant data destruction at end-of-life. Physical destruction is not required.

4.0 TRANSITION & LEGACY FLEET MANAGEMENT

4.1 Phase-In and Coexistence Strategy

The selected subcontractor must demonstrate the capability to manage a hybrid environment during the initial four-year transition period. JPL requires a "bridge" service where the subcontractor assumes logistical and financial responsibility for the existing hardware footprint (approximately $5M) while simultaneously executing the phased rollout of the new Managed Device fleet. Existing devices were obtained at various times and will be at various stages of their lifecycle, with no more than 48 months remaining, at the time of subcontract execution. An Asset Transition Value (ATV) report containing the current value and refresh date of each device will be provided after subcontract award. Assume an ATV of approximately $5 million.

4.2 Requirements for Legacy Support

The vendor’s proposal must account for the following:

· Asset Assumption: Ability to purchase (at ATV approximately $5M), intake, and track approximately 8,000 existing (legacy) assets into the vendor’s management system.

· Warranty & Repair Bridge: Management of existing OEM warranties for legacy devices. For devices out of warranty, the vendor should propose a "best effort" repair or accelerated replacement strategy.

· Staggered Refresh: A 48-month deployment schedule where legacy devices are retired and replaced by the new fixed-price units as they reach their individual end-of-life (EOL) dates.

· Decommissioning: Secure data sanitization (NIST 800-88) and environmentally responsible disposal of legacy hardware as it is phased out.

5.0 RESPONSE FORMAT

Responses should clearly answer each question in Section 6: Vendor Response Template Section. If you wish to provide additional information about your solution, it may be provided as an addendum to the template response. There is no page limit, but brevity conciseness is appreciated.
