About this opportunity

The Defense Health Agency (DHA) through the United States Army Medical Research Acquisition Activity (USAMRAA) has issued a Notice of Intent to award a sole-source contract for Enterprise Dose Monitoring Maintenance services. The notice specifically relates to maintenance of existing Radimetrics licensed software that provides radiation dose monitoring for patients and staff in compliance with federal occupational dose limit regulations. This is a brand-name acquisition justified under FAR 6.302-1(c)(1)(ii)(B) because the government's requirements are peculiar to one manufacturer, precluding consideration of other products. The agency emphasizes this is not a request for competitive proposals or quotations, and no contract award will be made based on responses to this notice. The contract will be structured as a firm-fixed price arrangement with a four-year performance period from September 30, 2025, through September 29, 2029.

The primary purpose of this notice is to allow interested parties to assert and explain their capability to perform the described maintenance work before the government proceeds with the sole-source award. Interested vendors must submit their responses electronically to the designated Contract Specialist by 9:00 a.m. ET on August 15, 2025, and must reference the specific Notice ID number in all communications. To be eligible, contractors must be authorized by Bayer to provide Radimetrics Software and Hardware maintenance and must provide written proof of this authorization from Bayer Healthcare. Responses must be on company letterhead, include confirmation of active SAM registration, detail qualifications, and demonstrate clear and convincing evidence that the company can provide equivalent services by the required date. The maintenance services encompass application and technical support for the Radimetrics software, equipment service including parts and labor for physical servers, managed services for data integrity, and platform support for associated firmware and software.
