About this opportunity

The Defense Finance and Accounting Service (DFAS), on behalf of the Department of War, is soliciting information on cloud-native, platform-as-a-service (PaaS) capabilities via the Joint Warfighting Cloud Capability (JWCC) to establish an Enterprise Document Management Platform and modernize the Corporate Electronic Document Management System (CEDMS), with responses due by June 15, 2026 at 1:00 p.m. EST. This is a Request for Information (RFI) for market research purposes and does not constitute a binding solicitation.

The government plans to digitize approximately 1.5 billion legacy microfiche records (5.91 million physical sheets) stored at Indianapolis, Cleveland, and Texarkana. The modernized platform must function as a multi-tenant, cloud-native data fabric capable of transforming unstructured document text into highly reportable data while eventually subsuming CEDMS and other enterprise document management systems across the Department.

Digitization must comply with FADGI 3-Star preservation standards, producing uncompressed TIFF preservation masters and compressed PDF/A access copies. The government anticipates awarding a firm, fixed-price contract and is conducting market research on acquisition strategy, including single or multiple awards. Place of performance is contractor-owned facilities within the continental United States with domestic sourcing. Personnel must be U.S. citizens with Tier 3 or higher background investigations and Common Access Cards.

The RFI requests detailed white papers (maximum 25 pages, unclassified) addressing cloud-native JWCC integration for OCR, indexing, and search; rapid ingestion of 1.5 billion records with automated workflow and quality control; data exploitation using AI/ML and native business intelligence; multi-tenant scalability with data isolation; API-first integration design; zero-trust security and records management; migration methodology for two existing CEDMS subsystems; rough order of magnitude cost estimates for implementation and annual sustainment; and recent relevant corporate experience.

Submit responses to Gerald Whitsett at Gerald.l.whitsett.civ@mail.mil. A separate RFI/PWS for the IL5 cloud-based Document Management System utilizing JWCC is anticipated.
