About this opportunity
The Federal Emergency Management Agency (FEMA) Enterprise Architecture division is soliciting contractor expertise to evaluate data management processes and data architecture across the agency's Enterprise Data and Analytics Modernization Initiative (EDAMI) program, with responses due by June 12, 2026.
FEMA's FEMADex analytics platform, built on Azure data and machine learning services including Databricks, has achieved initial operating capability but faces data quality issues in its ETL pipelines stemming from inadequate data preparation and documentation by data stewards. The work encompasses governance and data asset inventory across over 100 agency systems. The contractor will partner with Enterprise Architecture and Data Enablement divisions to prioritize governance distribution, standardize nomenclature, define KPIs, and develop a data architecture roadmap using the TOGAF methodology and industry frameworks (DAMA-DMBOK and BIZBOK). Success requires fostering organizational culture where executives support data steward roles through clear expectations, resource allocation, and system-specific training, while ensuring all systems are documented with data dictionaries and data diagrams. The desired outcome is a modern, reliable data architecture incorporating emerging AI technologies that produces clean datasets, reduces errors, optimizes operations, and enables data-driven decision-making.
Work is performed at FEMA locations. This is a Request for Information with responses due electronically by 3:00 PM EST on June 12, 2026; questions are due by June 9, 2026 to janine.bennett@fema.dhs.gov and karen.wilson@fema.dhs.gov. Responses should include a cover page with company information and business size status, a two-page capability statement, and answers to nine RFI questions addressing business structure, data governance approaches, execution strategy, period of performance feasibility, tools and technologies, cost estimates, labor mix, risks, and requirements feedback. NAICS 541512; PSC DA01.
Notice text
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Enterprise Architecture, requires contractor expertise to evaluate the agency’s data management processes and data architecture to address gaps in data quality and governance, by using a business and enterprise architecture approach that aligns business and IT goals using the Federal Enterprise Architecture Framework (FEAF). This effort will support FEMA’s data strategy through the Enterprise Data and Analytics Modernization Initiative (EDAMI) program office, which covers over 100 systems agency-wide, and is being built with various Azure data and ML services such as DataBricks. The EDAMI program has achieved initial operating capability in its FEMADex system but is experiencing data quality issues in its ETL pipelines as many data stewards are not properly preparing and documenting data for ingestion. As a result, data users of the FEMADex analytics platform are unable to make full use of the existing datasets loaded into the data fabric.
