About this opportunity
The Department of Veterans Affairs Office of Inspector General has awarded a sole-source order to Deloitte Consulting LLP under General Services Administration Schedule Contract Number 47QRAA18D001P for Enterprise Architecture Modernization services, with an estimated total value of $1.539 million for a six-month base period plus a six-month option period.
The VA OIG began baselining its IT and Business Architecture in October 2025 under a prior competitively awarded order (36C10M25F50103). The follow-on order represents a direct continuation of that effort and must proceed without interruption to maintain continuity of the architecture baseline and preserve momentum in modernization initiatives. Deloitte developed the current architectural frameworks, tools, templates, and models—many proprietary or uniquely tailored to the VA OIG environment—making continuation necessary to avoid knowledge gaps and operational risk. Market research identified nine companies capable of providing foundational services, but only Deloitte can continue all currently required capabilities without disruption; onboarding an alternative vendor would require six to twelve months and create gaps in the production of critical architectural artifacts and informed enterprise-level investment decisions.
The scope includes finalizing enterprise architecture deliverables (As-Is architecture, Business Architecture, Logical Architecture, System Architecture, Network Architecture, and Security Architecture) and knowledge transfer to OIG personnel. The justification cites GSAM Subpart 538.7104-3(b)(iii). Deloitte is located at 1919 N. Lynn Street, Arlington, VA 22209-1742.
Notice text
The Government seeks to award a Sole Source Order issued from General Services Administration (GSA) Schedule Contract Number 47QRAA18D001P to Deloitte Consulting LLP (Deloitte) located at: 1919 N. Lynn Street, Arlington, VA 22209-1742.
The Department of Veterans Affairs Office of Inspector General (VA OIG) has been baselining its Information Technology (IT) and Business Architecture since October 2025. This foundational work established the architectural models, documentation standards, and analytical frameworks that underpin VA OIG’s modernization roadmap. The follow-on Sole Source Order is a direct continuation of this effort and must proceed without interruption to avoid degradation of the architecture baseline and loss of momentum in ongoing modernization initiatives.
The Enterprise Architecture Modernization effort is now tightly integrated with VA OIG’s IT governance processes, investment planning, cybersecurity posture assessments, and business process optimization activities. Any disruption in Contractor support would halt the production of critical architectural artifacts, delay dependent IT initiatives, and create gaps in VA OIG’s ability to make informed enterprise-level investment decisions.
The incumbent Contractor developed the current architectural frameworks, tools, templates, and models—many of which are proprietary or uniquely tailored to VA OIG’s environment. As a result, the continuation of services represents a logical follow-on necessary to maintain continuity, efficiency, and accuracy.
Awarded contract 47QRAA18D001P to unknown vendor for unknown amount on 2026-09-16.
