SOLE SOURCE JUSTIFICATION

3. Nature of Procurement:
The Government seeks to award a Sole Source Order issued from General Services Administrntion (GS.A) Schedule Contract Number 47QRAA18D001P to Deloitte Consulting LLP (Deloitte) located at: 1919 N. Lynn Street, Arlington, VA 22209-1742.
The Depaiiment of Veterans Affairs Office of Inspector General (VA OIG) has been baselining its Infonnation Technology (IT) and Business Architecture since October 2025. This foundational work established the architectural models, documentation standai·ds, and analytical frameworks that underpin VA OIG's modernization roadmap. The follow-on Sole Source Order is a direct continuation of this effort and must proceed without intenuption to avoid degradation of the architecture baseline and loss of momentum in ongoing modernization initiatives.
The Enterprise Architecture Modernization effo11 is now tightly integrated with VA OIG's IT governance processes, investment planning, cybersecurity posture assessments, and business process optimization activities. Any dismption in Contractor suppo1i would halt the production of critical architectural aiiifacts, delay dependent IT initiatives, and create gaps in VA OIG's ability to make info1med ente1prise-level investment decisions.
The incumbent Contractor developed the current architectural frameworks, tools, templates, and models—many of which are proprietary or uniquely tailored to VA OIG’s environment. As a result, the continuation of services represents a logical follow-on necessary to maintain continuity, efficiency, and accuracy.
4. Cost:
The estimated total value for this requirement is $1,539,537.78 for a six (6) month Base Period (valued at $769,768.89), and a six (6) month Option Period (valued at $769,768.89).
5. Description of Services and Supplies:
The required services constitute a direct continuation of the Enterprise Architecture Modernization effort currently performed under Order Number 36C10M25F50103, which was awarded to Deloitte. As the incumbent Contractor, Deloitte has already produced substantial portions of the As-Is architecture, Business Architecture, Logical Architecture, System Architecture, Network Architecture, and Security Architecture. The follow-on procurement will extend this work to finalize remaining artifacts, refine future-state designs, and complete knowledge transfer to OIG personnel.
Deloitte has also developed specialized expertise in VA OIG systems, processes, data flows, security posture, and organizational structure. This knowledge is not fully documented and cannot be rapidly transferred to a new Vendor without significant delays. The proprietary templates, modeling approaches, and architectural methodologies used by Deloitte are now embedded in VA OIG’s modernization workflows and cannot be replicated by another Vendor within the required timeframe.
Continuation of services is essential to:
• Maintain uninterrupted production of enterprise architecture artifacts
• Preserve the integrity of the architecture baseline
• Avoid re-creating months of work already completed
• Prevent delays to dependent IT modernization initiatives
• Ensure continuity of knowledge transfer and training
• Sustain VA OIG’s ability to make informed enterprise-level decisions
6. Authority:
In accordance with the General Services Administration’s class deviation to the Revolutionary FAR Overhaul in relation to the Federal Supply Schedule (FSS) program (FAR part 8), FSS ordering procedures are established in GSAM/R subpart 538.71. VA is required to follow these procedures (VA Class Deviation for FAR part 8 dated 9/17/25). The specific authority for this Sole Source Justification is General Services Administration Acquisition Manual (GSAM) Subpart 538.7104-3(b)(iii) – the Order should be issued on a Sole Source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS Order already issued on a competitive basis.
7. Rationale Supporting Use of Authority:
Order Number 36C10M25F50103 was awarded to Deloitte on September 16, 2025, through competitive procedures under Solicitation Number 36C10M25Q50001, which was posted to the GSA website to procure EAM Services.

Service performance from Deloitte has been successful and has produced critical architectural insights that now underpin VA OIG’s IT modernization strategy.
In accordance with GSAM Subpart 538.7104-3(b)(iii), a logical follow-on to a competitive Federal Supply Schedule (FSS) Order should be issued on a Sole Source basis when necessary to maintain economy and efficiency.
This follow-on procurement meets that standard for the following reasons:
A. Continuity of Architecture Baseline - Deloitte developed the current architecture baseline, including proprietary templates, modeling approaches, and analytical frameworks. Transitioning to a new Vendor would require re-establishing these artifacts, resulting in significant duplication of effort and loss of institutional knowledge.
B. Avoidance of Knowledge Gaps - Deloitte possesses detailed knowledge of VA OIG’s systems, data flows, security posture, and business processes. This knowledge is not fully documented and cannot be transferred to a new Vendor within the required period of performance. The transition to a new Vendor would create substantial knowledge gaps, resulting in project delays and disruptions to ongoing initiatives.
C. Time Sensitivity - The follow-on requirement must begin immediately upon expiration of the current Order to avoid halting ongoing development of architecture. It would take six (6) to twelve
(12) months for VA OIG to solicit, set-up, deploy, and onboard a new architectural solution to capture and assess the current and future states of the IT and Business Architecture Enterprise.
Procuring and deploying a new Enterprise Architecture Modernization solution will result in loss of future IT acquisitions and a diminished data migration capability of useable VA OIG data to useable and intelligent forms.
D. Operational Risk - Disrupting the architecture effort would delay dependent IT modernization initiatives, impede governance processes, and create gaps in VA OIG’s ability to make enterprise-level decisions.
Moreover, acquiring and deploying new IT and Business Architecture equipment and technologies creates an unacceptably high risk to the VA OIG mission. Using any other Vendor would result in significant delays meeting IT requirements and incur costs that would result in unacceptable waste.
E. Market Research Findings - Market research identified several Vendors capable of performing enterprise architecture services; however, none can meet VA OIG’s requirements within the required timeframe without causing significant operational disruption. Only the incumbent Contractor can continue the work without re-creating existing artifacts or losing institutional knowledge.
As a result, awarding a Sole Source Order to Deloitte is necessary to maintain economy and efficiency for VA OIG to avoid reestablishing completely new architecture mapping processes, artifacts, and knowledge transfers instead of utilizing the architectural frameworks and services currently in use.
8. Market Analysis:
In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Subpart 10.001, the Government conducted Market Research by examining publicly available information on the websites for nine (9) companies that provide Enterprise IT and Business Architecture services.
The companies consisted of a mix of Large Businesses and Small Businesses. Specifically, four
(4) of the nine (9) businesses were designated as Large Businesses, and the remaining five (5) businesses were designated as Small Businesses.
The Market Research revealed that all nine (9) businesses could provide notional, foundational enterprise architecture services that could address only some of the requirements.
However, only the incumbent Contractor (Deloitte) can provide and continue all capabilities currently required, including critical requirements such as: 1) documenting the current state of VA OIG’s IT and Business Architecture; 2) envisioning and documenting an improved future state of VA OIG’s IT environment; 3) developing new Business Architecture; 4) creating Logical Architecture; 5) producing System Architecture; 6) generating Network Architecture; and 7) capturing the Security Architecture and Posture of the VA OIG.
9. Other Facts Supporting Use of Other than Full and Open Competition:
Not Applicable.
10. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.:
The Government plans to award an Order issued from GSA Schedule Contract Number 47QRAA18D001P. In accordance with RFO Subpart 8.404(d), GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. As a result, by placing an Order against a schedule contract using the procedures in 8.405, the Government has concluded that the Order represents the Best Value (as defined in RFO 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
11. Actions to Remove Future Barriers to Competition:
VA OIG will continue to perform Market Research and review its requirements to identify alternatives to the Enterprise Architecture Modernization and possible opportunities for competition in future requirements. Additional research will be performed to identify products and services with the capability to interface with existing and already obtained software and internal infrastructure, to reduce the need to continue seeking brand specific requirement solutions.
