About this opportunity
The U.S. Embassy in Tashkent, Uzbekistan is soliciting quotations from qualified contractors to provide a comprehensive training program focused on enhancing security to protect Uzbekistan's cultural property and heritage sites. The Department of State seeks a contractor to conduct needs assessments, develop tailored training curricula, and deliver in-person training sessions targeting law enforcement personnel, heritage site managers, and community stakeholders to deter vandalism, looting, and illicit trafficking of cultural artifacts. Key requirements include delivering two three-day training sessions - one for 30-50 law enforcement personnel in Tashkent and another for 30-50 heritage site managers in Samarkand - along with ongoing virtual support and monthly status updates. The government intends to award to the lowest-priced, acceptable, responsible offeror without discussions, though discussions may be held if necessary. All offerors must be registered in the System for Award Management (SAM) database prior to proposal submission, with quotations due by 12:00 pm Tashkent time on September 16, 2025.
This procurement is designated as a total small business set-aside, restricting competition to U.S.-based small businesses only. No incumbent contractors or current service providers are identified in the solicitation documents. The contract performance period spans from October 2025 through September 2026, with potential for extension beyond the initial term. The solicitation does not specify budget ranges or award values, requiring offerors to provide detailed pricing in their proposals. Performance will take place primarily in Tashkent and Samarkand, Uzbekistan, with the contractor expected to work directly with the Cultural Heritage Agency and Ministry of Internal Affairs to assess needs and deliver training programs that promote community engagement in cultural heritage protection.
