About this opportunity
The U.S. Embassy in Tashkent, Uzbekistan, on behalf of the Department of State, is seeking qualified small U.S.-based organizations to develop and execute a comprehensive training program designed to enhance security measures at cultural heritage sites in Tashkent and Samarkand. The program must address challenges including vandalism, looting, and illicit trafficking by providing practical skills and tools to heritage site managers and law enforcement personnel, while also fostering community engagement and public awareness to protect Uzbekistan's cultural legacy. Offerors must be registered in the System for Award Management (SAM) database and meet the requirements for professional and management development training services under NAICS code 611430. The government intends to award the contract to the lowest priced technically acceptable offeror who is a responsible contractor, and may make an award based on initial offers without discussion. The solicitation is expected to be issued on August 15, 2025, with a closing response date of September 15, 2025, and interested parties should monitor the embassy's procurement website as no paper copies will be distributed.
This procurement is designated as a total small business set-aside, restricting competition to qualifying small business entities. The contract will be structured as a firm fixed-price arrangement with performance taking place in Tashkent, Uzbekistan, and advance payments are not authorized for this engagement. Electronic submissions will be accepted and required through the SAM system, with all offers to be submitted electronically rather than through traditional paper-based methods. The pre-solicitation notice does not identify any incumbent contractors or specific budget ranges, though it emphasizes that all responsible sources may submit offers for consideration. The timeline indicates a relatively compressed schedule from solicitation issuance to proposal submission, with approximately one month between the expected solicitation release and the response deadline.
