About this opportunity

NASA's Armstrong Flight Research Center issued a Justification for Other Than Full and Open Competition (JOFOC) to extend Engineering and Technical Support Services (ETSS) through sole-source task order modifications with two existing IDIQ contractors: New Horizons Aeronautics, LLC (Task Order 80AFRC25F7010) and Analytical Mechanics Associates, Inc. (Task Order 80AFRC25F7014). The services encompass Research Engineering and Flight Operations, including aerodynamics studies and flight operations engineering, as well as Mission Operations services covering simulation, range engineering, and range operations, structured under cost-plus-fixed-fee and cost-no-fee pricing models. The contracting officer justified the sole-source approach under 10 U.S.C. 3204(a)(1), citing these two contractors as the only IDIQ holders capable of providing continuous ETSS services and determining that public solicitation would cause unacceptable operational delays, particularly given the Low Boom Flight Demonstrator X-59 preparation activities and ongoing engineering directorate restructuring. The modifications extend the period of performance from August 1, 2025 through July 31, 2027, encompassing a nine-month extension of the base period plus a one-year option period. While specific estimated total values for each task order are redacted, the contracting officer determined anticipated costs would be fair and reasonable based on rates previously established during the original full and open IDIQ competition. A successor combined contract consolidating all ETSS functions is planned for full and open competition solicitation in 2027.
