About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research to identify engineering and logistical support sources for the HH-60W helicopter platform, with responses due August 20, 2026. A sole-source award to Sikorsky Aircraft Corporation is anticipated due to the lack of proprietary data and engineering expertise elsewhere; however, the government remains open to alternative sources and encourages small businesses, large businesses, joint ventures, and teaming arrangements to participate.
The contractor must provide technical expertise and access to OEM proprietary data including structural and component drawings, qualification data, and analysis techniques required to maintain operational, safety, suitability, and effectiveness for the HH-60 platform. Support encompasses Programmed Depot Maintenance issues at HH-60W depot locations, field technical assistance with a five-day response requirement for mission-critical issues, mishap investigations and Aircraft on Ground situations, and logistics reachback support to investigate root causes and resolve fleet discrepancies. The contractor furnishes all material, support equipment, tools, test equipment, and services and is responsible for providing, maintaining, and calibrating all required support equipment at its own facility or a subcontractor's facility.
The requirement spans five years (basic period plus four option years) continuing through fiscal year 2032. NAICS code 541330 applies with a $41.5 million size standard. Electronic responses to the Contractor Capability Survey (Parts I and II) are due no later than 4:30 p.m. EST on August 20, 2026. Security clearance levels and foreign participation have not yet been determined.
Notice text
This market survey is being conducted to identify potential sources that may be able to provide engineering and logistical support for the United States Air Force (USAF) HH-60W helicopter platform hereby referred to as HH-60. This support will provide the USAF HH-60 Helicopter Program Office (HPO) technical expertise, access to Original Equipment Manufacturer (OEM) proprietary data including but not limited to structural/component data, drawings, qualification data, and analysis techniques as required to adequately maintain operational, safety, suitability, and effectiveness (OSS&E) for the HH-60 platform. Sole source to Sikorsky Aircraft Corporation (SAC) is anticipated due to the lack of proprietary data and engineering expertise needed to perform this support effort. SAC is the only known sole qualified source for this requirement. The level of security clearance and amount of foreign participation in this requirement has not been determined.
The Contractor will be required to furnish all material, support equipment, tools, test equipment, and services. The Contractor will be responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey does not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.
In accordance with FAR 52.215-3:
