About this file
This is a Sources Sought Synopsis and Request for Information (RFI) issued by the United States Air Force for engineering support services of the HH-60W helicopter platform. The Government is conducting market research to identify potential sources capable of providing sustaining engineering and logistics support through a five-year contract (basic period plus four option years) continuing through FY32. The requirement anticipates sole source award to Sikorsky Aircraft Corporation (SAC) due to the necessity of proprietary data, structural/component drawings, qualification data, and analysis techniques held exclusively by the OEM. However, the Government is open to alternative sources and encourages both large and small businesses, as well as joint ventures and teaming arrangements, to participate in this market research.
The contractor must furnish all material, support equipment, tools, test equipment, and services while providing, maintaining, and calibrating all required support equipment. Key deliverables include technical reports, monthly status reports, agendas, minutes, and final reports. The contractor will support Programmed Depot Maintenance (PDM) issues at HH-60W depot locations, provide field technical assistance with a five-day response requirement for mission-critical issues, support mishap investigations and Aircraft on Ground (AOG) situations, and provide logistics reachback support to investigate root causes and resolve fleet discrepancies. The Government requires access to OEM proprietary data and expert technical knowledge to maintain operational, safety, suitability, and effectiveness (OSS&E) for the HH-60 platform and resolve issues beyond published technical orders. Electronic responses to the Contractor Capability Survey (Parts I and II) must be received no later than 4:30 EST on August 20, 2026. Questions should be directed to Casey Mader (Contract Specialist), Phillip Russell (Contracting Officer), or Brent Byerly (Program Manager). The proposed NAICS code is 541330 with a size standard of $41.5 million.

Sources Sought Synopsis:
Engineering Support Services of the HH-60W Helicopter Platforms
This market survey is being conducted to identify potential sources that may be able to provide engineering and logistical support for the United States Air Force (USAF) HH-60W helicopter platform hereby referred to as HH-60. This support will provide the USAF HH-60 Helicopter Program Office (HPO) technical expertise, access to Original Equipment Manufacturer (OEM) proprietary data including but not limited to structural/component data, drawings, qualification data, and analysis techniques as required to adequately maintain operational, safety, suitability, and effectiveness (OSS&E) for the HH-60 platform. Sole source to Sikorsky Aircraft Corporation (SAC) is anticipated due to the lack of proprietary data and engineering expertise needed to perform this support effort. SAC is the only known sole qualified source for this requirement. The level of security clearance and amount of foreign participation in this requirement has not been determined.
The Contractor will be required to furnish all material, support equipment, tools, test equipment, and services. The Contractor will be responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey does not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.
In accordance with FAR 52.215-3:
a. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
b. Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
c. This Request for Information is issued for the purpose of market research.
INSTRUCTIONS:
1. Below is a document containing a description of the HH-60 Engineering Support Services requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
3. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged.
Questions relative to this market survey should be addressed to PCO Phillip Russell (phillip.russell.9@us.af.mil) and Casey Mader (casey.mader@us.af.mil).

Request for Information:
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources of expert knowledge, drawings, technical data specifications, proprietary data, analysis and reports pertaining to HH-60W helicopters as requested by the Government. The Contractor will be required to provide engineering assistance for repair questions and modification of the HH-60W for which the Government does not have the expertise necessary to take such actions independently.
This requirement is for Sustaining Engineering services. Our Sustaining Engineering services strategy is a five-year contract (basic plus four option years) and will continue through FY32.
The Government needs Sustaining Engineering services in order to support current combat search and rescue (CSAR) operations. This contracting effort is to obtain engineering support for the HH-60 helicopter platforms. This support will provide the United States Air Force (USAF) HH-60 System Program Office (SPO) technical expertise greater than that possessed, as well as access to OEM proprietary data including but not limited to structural/component data, drawings, qualification data, and analysis techniques as required to: adequately maintain operational, safety, suitability, and effectiveness (OSS&E) for the HH-60 platform. The specific tasks will require the expertise, analysis techniques, and proprietary data held only by the OEM. The effort regularly delivers the following to the Government: technical reports, monthly status reports, agendas, minutes, and a final report.
Occasionally, the HH-60W Depot locations require engineering assistance to resolve Programmed Depot Maintenance (PDM) issues beyond the published technical orders. The US Government engineers require access to engineering data to effectively resolve any PDM issues and manage requirements.
A logistics team is needed to provide and facilitate responses to questions and possible issues from the USG and provide technical support and resolve discrepancies for HH-60W and Sikorsky Aircraft Corporation Logistics products. As issues arise, the Contractor shall investigate the root cause and provide recommendations, review drawings and applicable data, and coordinate with USG, Engineering, and other H-60 technical experts to respond to fleet issues.
In addition, the Contractor will be required to support mishap investigations and provide solutions to grounding issues. Aircraft on Ground (AOG) situations dictate timely responses.
Field technical assistance requests immediately impacting mission requirements must be resolved within five (5) days of receipt. The USAF may require immediate assistance with expert technical knowledge in these instances.
