Rationale as required by FAR 5.705(b):  Contract N39430-14-D-1412 was awarded as a Cost Plus Fixed Fee (CPFF).  This contract is for Research, Development Test and Evaluation (RDT&E) Engineering Services and a CPFF contracts was determined to be the appropriate contract type due to the associated performance and cost risk.  Based on Market Research it was determined there were sufficient numbers of Small Business to perform this contract and requirement was competed as a 100% set aside for small business.

b. Delete two sentences in its entirety as follows: The proposed contract listed here is being considered for 100 percent set-aside for small business (SB). Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern.

Added: Jun 14, 2013 7:35 pm Engineering and Technical Support Solutions for Projects and Programs within the EXWC Advanced Ocean Technology Program (AOTP). Support Solutions may require skill sets of naval architecture, engineering design, design analysis and review, prototype fabrication, system testing /integration, system installation, computer hardware/software development, technical manual production, and documentation. The place of performance is NAVFAC EXWC located on Naval Base Ventura County in Port Hueneme, California as well as off-site performance at contractor and other government locations. Engineering and technical solutions required by individual task orders issued under this contract may require the following general skill areas: Naval Architecture; System Engineering/Integrated Logistics Support; Marine Geotechnical Engineering; Marine Corrosion/Marine Materials Engineering; Ocean Engineering; Deep Ocean Power Systems; Electrical/Electronics Engineering; Mechanical/Hydraulic Engineering; Software Engineering; Environmental Permitting; Marine RDT&E Technical and Logistics Support.

The Procurement Method will be Contracting by Negotiation. The NAICS Code for this procurement is 541330, Engineering Services under the exception of Marine Engineering and Naval Architecture and the annual size standard is

$35.5M. The contract term will be a base period of one (1) year plus two (2) option years. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract is a follow-on contract for similar services on NAVSEA Seaport-E MAC task order under N00178-04-D-4081 EJP1 with the addition of developing ocean engineering solutions related to Naval Architecture in support of the Motor Vessel Independence (MVI), towed systems as a Cost Plus Fixed Fee Type Contract.
