C.1.0 General/Organization/Scope/Background/Objective
C.1.1 Organization to be supported:
Navy Facilities Engineering Command Engineering and Expeditionary Warfare Center 1100 23rd Ave. Bldg. 1100 Port Hueneme, CA 93043-4301
Work is to be accomplished for the Naval Facilities Engineering Command (NAVFAC) Engineering and Expeditionary Warfare Center
Actual work locations will be detailed within individual Task Orders under this contract. For a list of NAVFAC locations refer to:

The primary work locations will be the (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC), located in Port Hueneme, CA.
The contractor will, in accordance with all applicable Federal, state, and local laws, regulations, guidance, and policies, furnish the necessary personnel, services, products, materials, equipment, knowledge, and expertise to successfully complete the tasks required under this Contract.
The Contractor will comply with all applicable Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulations (DFAR).
C.1.2 Scope:
This Performance Work Statement (PWS) describes the requirements for engineering and technical support solutions for projects and programs within the Advanced Ocean Technology Program (AOTP). Services may require the skills in the following areas: of naval architecture, engineering design, design analysis and review, prototype fabrication, system testing/integration, system installation, computer hardware/software development, technical manual production, and documentation.
The requirement for engineering and technical support requires on-site performance at the NAVFAC EXWC facility located on Naval Base Ventura County in Port Hueneme, California as well as off-site performance at contractor and other government locations.
C.1.3 Clearances and Licensing:
Contractor personnel working on this contract shall be U.S. Citizens. Work under this contract will require application of and compliance with the following regulations: SECNAV Instruction M-5239.2 Department of the Navy (DoN) Information Assurance (IA) Workforce management Manual to Support the IA Workforce
Improvement Program, and Department of Defense (DoD) 8570.01-M, Information Assurance Workforce Improvement Program.
Work performed will be at the SENSITIVE BUT UNCLASSIFIED level. The government does not anticipate the need for a security clearance, however if clearances are subsequently required the contractor shall comply with SECNAV M5510.30, SECNAV Instruction M-5239.2, and Department of Defense (DoD) 8570.01-M.
The contractor shall establish and maintain an access list of those employees working on this Contract. A copy of the access list shall be furnished to the EXWC’s Capital Improvement Ocean Facilities Department (CIOFP). All changes to this list shall be documented within 3 business days via a revised access list provided to the NAVFAC EXWC Code CIOFP2/Karen Miller, 1100 23rd Avenue Building 1100, Ocean Facilities, Engineering and Operations Support, Port Hueneme, CA 93043-4301. NAVFAC will provide the contractor access to all areas necessary to support this effort.
The contractor shall report ALL contractor direct labor hours (including subcontractor labor hours) required for performance of services provided under this contract for NAVFAC EXWC’s Capital Improvement Ocean Facilities Department via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed (include labor performed and billed only, not unbilled overhead) during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported anytime during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
Specific tasks may require specialized certifications as identified in this performance work statement.
Contractor personnel who do not have the proper and current certifications shall be denied access to the systems.
SECNAV M-5239.2 (Appendix G – OS Commercial Certification) lists special certification requirements applicable for this Contract. The contractor shall adhere to any modifications to the SECNAV M-5239.2 as they become available.
The contractor shall maintain and keep up-to-date their IA certifications for all employees working on this contract.
The contractor may not invoice training costs as direct labor
C.1.4 Access Requirements:
Contractor personnel shall coordinate with the Government COR to complete and submit an application for a DOD Common Access Card (CAC) through the Contractor Verification System (CVS), see Section J, Attachment 6 for the application procedures. Contractor shall complete and submit a NACI on behalf of their employees (who need a CAC card) to the local Security Management Officer. This policy is in accordance with the DoD Physical Security Program, DOD 5200.8-R and the Contractor Verification System (CVS) Trusted Agent program.
Once the CAC request has been approved, Contractor personnel will proceed to the designated CAC issuance location identified by the Government sponsor with the appropriate documentation to support their identification and/or citizenship. The CAC issuance location will then issue the CAC.
Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy installations by submitting identification credentials for verification and undergoing a criminal screening/background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-terms credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at vendor’s own cost though a designated independent contractor NCACS service provider. Credentials will be issued every 5 years and access privileges will be reviewed and renewed on an annual basis. The cost incurred to obtain Navy installation access of any kind are not reimbursable, and the price(s) paid to https://doncmra.nmci.navy.mil/ https://doncmra.nmci.navy.mil/ obtain long-term NCACS credentials will not be approved as a direct cost of this contract. Contractor employees traveling overseas must obtain a passport.
Contractor employees shall fill out a System Authorization Access Request Form (SAAR) to obtain access to any Government computer system (remote or otherwise).
7 working days before the contract end date, the contractor shall adhere to government checkout procedures for the termination and/or collection of all Public Key Infrastructure (PKI), CAC, NAVFAC Badges, Parking Passes, and Parking Decals. This pertains to NAVFAC support contractors both on site and off site.
C.1.5 Physical Security
The Contractor is responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured in accordance with federal, DoD, DON, and local policy requirements. The contractor will not require access to classified documents or classified areas. Documents delivered under this task order shall not contain classified information. However, any reports or documentation resulting from this contract cannot be distributed without formal approval from NAVFAC
EXWC.

C.1.6 Background:
The Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) is tasked by the Navy to research and develop ocean engineering solutions related to Naval Architecture in support of the Motor Vessel Independence (MVI), towed systems; and to the concept development, site location, design, installation, operation and maintenance of fixed ocean systems. EXWC’s Capital Improvements Ocean Facilities Department (CIOFP) conducts research, development, test and evaluation in specific areas to include the study of the physical characteristics and the design and fabrication of buoyant structures; including fabrication and operation of mechanical equipment of these structures; ocean engineering associated with fixed structures on the seafloor;
underwater excavation, drilling, tunneling, and earth moving; equipment and tools for underwater fabrication; ocean current measurement systems and other engineering sensors; underwater power sources; electrical power distribution equipment and transmission systems; and surface and underwater load handling systems. EXWC may also be tasked with applying these technologies to assist other government agencies in ocean platform support, remotely operated vehicle operations and search, location, and recovery operations for a wide spectrum of purposes.
To increase the effectiveness of underwater work conducted by the U.S. military, EXWC is also actively engaged in an integrated program of technology and equipment development with the central goal to provide improved tools and work techniques.
EXWC Advanced Ocean Technology Program (AOTP) provides specific ocean engineering services to the Navy for the study of the physical characteristics and the design and fabrication of buoyant structures, fabrication and operation of mechanical equipment of these structures, and the development and deployment of complex undersea systems and equipment such as towed bodies, cable systems and seafloor sensor hardware.
The performance objectives described below are applicable to the total scope of services to be performed under this contract. The measurable objectives that may be used include the following;
Item being measured: Delivery. Provide timely proposal submissions that meet or exceed AOTP delivery requirements. Submissions will be measured by defining an acceptable proposal deadline and reviewing the contractor’s ability to meet the deadline.
Item being measured: Schedule. Meet or exceed AOTP schedule milestones. The contractor’s performance will be measured by their ability to adhere to an approved schedule.

Item being measured: Performance. Create and manage an effective QA/QC and Health & Safety Program. The contractor shall ensure individuals performing quality control are properly trained and have the requisite experience.
Quality control will be measured by the government’s quality assurance representative. The expectation is that the QA representative finds minimal issues requiring re-work. Health and Safety will be measured by the performance of the contractor’s Safety Representative, completion of proper training, execution of risk management, and the number of safety incidents.
Item being measured: Performance. Demonstrate technical competence and innovation. Contractor will be measured by their technical expertise and ability to introduce innovative solutions to complex problems.
Items being measured: Performance, Schedule, Cost. Plan and produce appropriate technical documents/drawings as required.
Items being measured: Performance, Cost, Schedule. Provide effective control and management of subcontractor efforts.
Item being measured: Cost. Manage and execute tasks within the negotiated budget/level of effort.

C.3.0 AOTP Contract Description and Deliverables
Task Orders negotiated under this contract shall include its own list of deliverables and/or Contract Data Requirements List (CDRL) as specified by the Government.
The Contractor shall provide the following documentation according to the delivery scheduled shown in Table 2 and in attachment 1 in Section J.

Format Deliverables: All reports and CDRLs will be submitted electronically in two formats. A Microsoft Office 2000 compatible format and an Adobe Acrobat PDF version 5.0 or higher.
Documents shall be supplied electronically via a readable media (CD, E-mail). Note: Minimum Protection Requirements for Controlled Unclassified Information: Security Classifications guides (OPNAVINST 5513 series) and unclassified limited documents (e.g., FOUO, Distribution Statement Controlled) are not authorized for public release and, therefore, cannot be posted on a publicly accessible web server or transmitted over the internet unless appropriately encrypted.
Reports shall provide a comprehensive description of work being documented. Drawings, charts, illustrations and other material needed to clarify the presentation shall be included. The format for required reports shall reflect the formats provided as GFI, where applicable. Calculations and computer output, if applicable, shall be listed as appendices to the report.
Reports shall be clearly written, described the work adequately, be well edited and be acceptable for release as a quality document. The report shall document the results of all analyses performed. Draft reports shall be finished products requiring only technical changes as the result of Government review.
C.3.1 General Requirements
C.3.1.1 Contractor shall:
1) Provide specified support solutions which meet the performance requirements of this contract.
2) Travel to various Government activities and other locations as required by individual task orders to perform the required service. Travel requirements may include trips to field and at-sea test sites. At-sea travel will include travel aboard Government, Government contracted or contractor-supplied vessels.
3) Be present at EXWC for project meetings within a four hour notification time period.
4) Assume custody of Government Furnished Information / Government Furnished Property (GFI / GFP) and provide for proper use, storage, and maintenance. Return GFI / GFP as scheduled and identify damaged or missing items.
5) Provide progress reports and other data of a nature and frequency as specified by the attached DD1423 CDRL and individual task orders. Manage multiple lines of accounting for assigned tasks and report financial status biweekly.
6) Review, evaluate, analyze, revise, and update the applicable documents described in each individual task orders. Visit Government and contractor facilities for data gathering, briefing and clarification purposes. The NAVFAC EXWC primary point of contact for technical matters shall be the AOTP Program Manager
7) The Contractor shall provide all services, personnel, personnel supervision, materials, equipment, and transportation necessary (except as otherwise specified herein) to accomplish the requirements of this PWS.
C.3.1.2 Government will:
1) Provide performance based requirements as specified by individual task orders.
2) Provide technical clarification of requirements within the formalized work and funding constraints of the task order.
C.3.2 Schedule The delivery schedule for work ordered will be defined in each individual task order.
C.3.3 Specific Services Required
The following is a representative list of anticipated and planned general skill areas that may be required under task orders.
C.3.3.1 Naval Architecture
1) The contractor shall provide the labor and material to participate in the Cargo Handling System (CHS), Field Handling Test Equipment, and Towed Bodies.
2) The contractor shall provide the labor and material to participate in the operation, maintenance, repair and fabrication of the mechanical equipment used for projects aboard the MVI.
C.3.3.2 System Engineering/Integrated Logistics Support
1) The contractor shall provide the labor and material to support the AOTP technical review meetings, development and tracking of deliverables, preparation of technical reports and presentations, and participation in planning video teleconferences and associated meetings.
C.3.3.3 Marine Geotechnical Engineering
1) The contractor shall provide the labor and material to participate in the Geotechnical Toolkit sensor skid concept development, and material for acquisition and testing of additional cone penetrometer sensor subsystems.
2) The contractor shall provide the labor, material, and supporting travel to participate in the Geotechnical Tool Kit (GTK) sensor system design efforts to support GTK acquisition through critical design review and to initiate fabrication and assembly for delivery. Services required for this effort include, but are not limited to, technical project management; corrosion design review and materials selection; software support; electrical and mechanical design engineering; and system engineering, integration and test.
3) The contractor shall provide labor and material necessary to migrate the Near Real Time Geotechnical Analysis software and interface documentation to the 64-bit windows environment. The contractor shall assist in testing, and troubleshooting the software, develop new analysis algorithms to expand the use of the NRTGA application, and assist in writing test plans, manuals, and test procedures to deliver the system to the field.
4) The contractor shall provide labor and material necessary to participate in IPT’s for offshore testing of a new geotechnical survey suite, and update and provide training materials and technical manuals necessary for delivery of the system to the field.
5) The contractor shall participate in IPT’s and design reviews for alternate XDP configurations, provide additional support for technical refresh of the NRTGA application, and shall design, fabricate, test and deliver hydrophone interface amplifier cards and associated data acquisition hardware for the XDP system.
6) The contractor shall continue to develop analytical methods for impact settlement, long term breakout, and other seafloor interactions necessary to support new NRTGA analysis methods.
C.3.3.4 Marine Corrosion/Marine Materials Engineering
1) The contractor shall participate in a study to evaluate the materials compatibility of handling system components to be integrated with the EXWC offshore work platform.
C.3.3.5 Ocean Engineering
1) The contractor shall provide the labor and materials to assist EXWC in conducting a detailed system integration study for installing a handling system on EXWC offshore support vessel, to include deck layouts, structural modification assessment, motion compensation systems, over boarding assembly concept design, ship stability analyses, and inputs to level of effort and schedule to complete the integration.
2) The contractor shall provide the labor and materials to fabricate, assemble and accept specially designed titanium cable grip hardware subsystems, cable survivability and protection hardware, and shall participate in concept development and design assessment for cable protection and trawl resistant design solutions.
C.3.3.6 Deep Ocean Power Systems
1) The contractor shall participate in the research, design and fabrication of deep ocean powers systems and assist EXWC during operational testing as necessary.
C.3.3.7 Electrical/Electronics Engineering
1) The contractor shall participate with EXWC in the review of accelerometer based expendable penetrometer systems and the acoustic telemetry system necessary to transmit the data.
C.3.3.8 Mechanical/Hydraulic Engineering
1) The contractor shall design, fabricate, test and deliver test hardware to allow comprehensive testing of helical anchors in the EXWC test trench.
C.3.3.9 Software Engineering
1) The contractor shall provide labor and material necessary to migrate the expendable Doppler Penetrometer XDP2000 software to the 64-bit windows environment, provide the necessary equipment to simulate the field network environment, test and troubleshoot the software, and assist in writing test plans, manuals, test procedures, to deliver the technical refresh system to the field.
2) The contractor shall continue to evolve the XDP2000 software system to the 64-bit windows environment and shall support setting up a simulated database server at EXWC to provide a testing platform for XDP2000, NRTGA, and GTK software systems.
C.3.4 Facilities
1) The services provided under this task order are to be performed primarily at the Government facility in Port Hueneme, CA. When the use of contractor facilities is required the use will be specified in the written task order.
C.3.5 Project Management
1) Contractor participation in all task order relevant planning is critical to successful performance and will include scheduling, estimating, cost control, overall quality control, purchasing and logistics support. Project management services not already included in the contractor’s G&A or overhead shall be fully described and included in the contractor’s cost and technical proposals.
C.3.6 Personnel Requirements
1) Proposed personnel must possess comprehensive knowledge of their respective discipline and demonstrated ability to perform the work and to summarize and document findings in specified report form. They must also show capability to build and test ocean engineering prototypes.
C.3.7 Key Personnel
1) The following definitions describe the positions of the key personnel required under this contract. One person may satisfy the requirements of more than one key position. Resumes must be submitted for the key personnel that together meet all requirements of all key personnel positions.
2) When preparing proposals for task Orders, the contractor shall explain how the qualifications of the personnel are suited to the government tasks and how key personnel will ensure that quality control is maintained.
Key personnel are annotated with an asterisk (*).
C.3.7.1 Program Manager*
The individual must have:
1) Minimum of a Bachelor of Science Degree in either Engineering or Science disciplines
2) Minimum of ten years experience in Program Management. Demonstrated knowledge of contract administration and experience in multi-project supervision
3) Recent relevant experience in Ocean Engineering, operations and cable system design/test/evaluation, acquisition management, and specification development
4) Experience in directing the integration of a program/project team which includes: engineering, purchasing, fabrication, installation, testing, quality assurance, documentation and financial administration supporting multi-year projects
5) Knowledge of DOD contracting procedures and regulations
6) Professional engineering registration.
C.3.7.2 Senior Geotechnical Engineer*
This individual must have:
1) Minimum of a Masters of Science Degree in Civil or Ocean Engineering
2) Minimum of fifteen years experience in advanced technology ocean engineering systems development, five years of which must include R&D project management. Demonstrated knowledge of and experience in computer simulation of the dynamic response of ocean engineering systems and at-sea operations
3) Minimum of five years of simulation and analysis of seafloor structure interactions, anchor design and analysis, performance of geotechnical surveys
4) Demonstrated capability to organize and direct technical and management programs which include multi-disciplinary tasks and requirements
5) Experience in working with and an understanding of Navy R&D programs in ocean engineering
6) Professional engineering registration.
C.3.7.3 Senior Ocean Engineer*
This individual must have:
1) Minimum of a Master's Degree in Engineering
2) Minimum of ten years practical experience in design and development of advanced equipment and systems for use in the deep ocean, such as subsea cable structures, ocean engineering instrumentation, subsea navigation systems, hydrodynamics, and structural analysis
3) Minimum of four years experience in design and analysis of at-sea load handling systems, such as deck winches, deck machinery, and load/motion compensation equipment
4) Minimum of four years experience in the adaptation of ocean engineering methods and systems for use in extreme environmental conditions
5) Minimum of four years experience in the systematic application of corrosion control methods to undersea systems
6) Minimum of four years experience in the integration of ocean cable systems, including both bottom-laid and suspended or towed systems;
7) Minimum of ten years experience in R&D for analysis and design of underwater work systems for remotely operated vehicles
8)Professional engineering registration.
C.3.7.4 Senior Civil Engineer*
This person must have:
1) Minimum of ten years practical experience in research, development, design, test and evaluation of advanced equipment for use in the deep ocean, including anchoring and foundation systems, load handling systems and site surveying and investigation
2) Professional engineering registration.
C.3.7.5 Senior Electrical Engineer*
1) Minimum of ten years experience in design and development of advanced equipment for use in the deep ocean, including ocean engineering instrumentation, undersea electro-acoustic systems, and power generation/transmission/distribution equipment
2) Minimum of six years experience in telemetry and controls, supervisory and automatic control systems, microprocessors, sensors, displays, and systems for processing acoustic surveillance array data
3) Minimum of four years experience in underwater electric field detection and measurement, safety and related equipment
4) Professional engineering registration
C.3.8 Other Required Labor Categories:
The following definitions describe the positions of other required labor categories required under this contract and qualifications of personnel that may be required on individual task order basis.
C.3.8.1 Senior Mechanical Engineer
This person must have:
1) Minimum of ten years practical experience in research, development, design and use of advanced mechanical equipment for use in the deep ocean, including pressure housings, cables, cable hardware, specialized ocean platforms and similar equipment, hydraulic systems, ballast controls, control systems, heat transfer/heat sinking, and corrosion control methods for ocean structures
2) Minimum of ten years practical experience in the design of hydraulic system components, particularly pumps and motors, and to conduct hydraulic systems analysis using Dynamic Analysis and Design System (DADS) software or equivalent
3) Minimum of four years experience in development of ocean platforms such as buoys, modified vessels, towed bodies, submersibles, remotely-operated vehicles and similar devices
4) Professional engineering registration.
C.3.8.2 Senior Engineering Technician
1) Minimum of eight years experience or combination of technical school plus work experience totaling eight years in a mechanical specialty with some electronics experience. He should be experienced with metal working and assemblage, mechanical and hydraulic systems such as winches and other deck equipment, and be capable of independent troubleshooting
2) Minimum of five years experience in offshore operations
3) Minimum of four years experience working independently and directing other technicians.
C.3.8.3 Corrosion or Materials Engineer
1) Minimum of a Bachelor’s Degree in Engineering
2) Minimum of four years experience in the corrosion or materials engineering discipline
3) Minimum of two years experience with corrosion in the marine environment and design of corrosion control measures for electrical/mechanical systems.
C.3.8.4 Electronics Engineer
1) Minimum of four years experience in design and development of advanced electronic equipment for use in the deep ocean
2) Minimum of four years experience in PCB design layout, programming and manufacture
3) Minimum of four years experience in fiber-optic system controls
C.3.8.5 Software Engineer
1) Minimum of four years experience in design, development, testing, and evaluation of software for PC based systems.
C.3.8.6 Substitution of Qualifications
Advanced degrees (Doctorates or Masters) may be substituted for experience on the following basis:
1) Doctorate: four years experience
2) Masters: two years experience.
Experience above and beyond the minimums stated may be substituted for advanced degrees on the following basis:
1) Six years experience: Doctorate
2) Four years experience: Masters
There is no equivalent experience conversion factor for the Bachelors degree.
Substitution must be in a like or directly related discipline. An advanced degree or extra experience in Humanities will not equate to an engineering discipline.
All requests for substitution must provide a detailed explanation of the circumstances necessitating the proposed substitution, a complete resume for the proposed substitute, and any other information requested by the Contracting Officer needed to approve or disapprove the proposed substitution.
All proposed substitutes must have qualifications that are equal to or higher than the qualifications of the person to be replaced.
The Contracting Officer, or his authorized representative, and the technical requiring code will evaluate such requests and promptly notify the offeror of his approval or disapproval thereof.
C.3.8.7 Specifications
The work under this contract shall be performed in accordance with the Performance Work Statement in the individual task order. In the event of any conflict between the Government specification and the Contractor’s proposal submitted for the base contract or any task order, the Government specification shall control unless the government specifically accepts the deviation in writing.
C.4.0 Contractor Work Force Responsibility
It shall be the responsibility of the contractor to maintain, supervise, and direct a workforce capable of effectively performing the requirements of the basic contract.
C.4.1 Performance Requirements:
The contractor Performance Requirement are outlined in the Quality Assurance Surveillance Plan (QASP). Specific performance requirements for this contract and each subsequent contract will be provided when a request for proposal is submitted to the contractor. Performance Requirement’s Summary Matrix for this contract is provided in Table 2.

C.4.2 Quality Planning, Control and Assurance
C.4.2.1 Quality Assurance Surveillance Plan (QASP):
The quality assurance surveillance plan (QASP) outlines the framework and methods that will be utilized by the government to provide surveillance and review of the Contractor’s performance. The Government shall develop the QASP and evaluate Contractor performance based on this framework. The Government will evaluate the overall project performance on a regular basis to provide confidence that the project will satisfy the relevant quality standards. The system shall be applicable to all subcontractors and members of the contractor’s team, if appropriate. A QASP will be developed for each Task Order.
C.4.2.2 Quality Control Plan (QC):
The Contractor shall monitor the specific project results to determine that they comply with relevant quality standards and identify ways to eliminate causes of unsatisfactory performance through utilization of its Quality Control (QC) plan based on Project Management Institute (PMI) best practices.
C.5 Government Furnished Information, Services, and Equipment Information:
The Government will make available relevant standards, functional statements, technical manuals, computer systems guides, reference material, regulations, instructions, and operational procedures necessary to accomplish this contract.
C.6 Equipment and Facilities:
If required, all Government Furnished Equipment and Government Furnished Information will be furnished on the individual task order level.
C.7 Project Management and Contract Oversight
C.7.1 Contract Review Meetings and Materials for Review
1) Program and contract management requires day-to-day oversight of resources associated with all task orders under this contract. Program oversight shall include a well-defined and efficient line of authority, responsibility, and communication in managing all task orders. The contractor will designate a Contract Project officer who will be the contractor POC with the government COR and Contracting Officer for work related direction in accordance with the PWS and task orders.
2) The Contractor Project Officer shall provide, on an ongoing monthly basis, project management information via status reports and/or meetings.
3) All meetings and reviews shall be held either at the Contracting Officer or the COR’s office, or at any other location as specified by the COR within the geographic locations identified in the task order. The contractor shall submit a monthly status report consisting of an Executive Summary detailing the major accomplishments, activities, of the previous month and challenges that need attention.
4) These reports shall contain an accurate and timely summary of major accomplishments, and activities.
5) The Contractor shall submit monthly reports via E-Mail to the COR no later than Ten (10) business days from the first day of the following month.
C.7.2 Hours of Work:
Hours of work shall vary based on the task being performed, but will generally conform to the NAVFAC business core-hours of 0600-1800. Certain tasks may require work and travel after normal business hours, including evenings, weekends, and holidays. Actual hours of work will be included within individual task orders.
C.7.3 Travel:
The contractor shall perform travel as required in the performance of the contract as stated in individual task orders.
Travel shall consist of CONUS/OCONUS travel, in support of the contract requirements identified within individual task orders. All travel must be approved prior with task order manager and local Security Management Officer when OCONUS travel is required. Travel arrangements and costs shall not to exceed those permitted under the Joint Federal Travel Regulations. Before undertaking any travel in performance of this task order, the Contractor shall have the travel approved, in writing, by the contracting officer unless this authority is delegated to the COR.
C.7.4 Non-Reimbursable Travels:
The following travel shall not be reimbursed:
Travel performed for personal convenience or daily travel to and from the designated work site.
C.7.5 Training:
1) The Government will not pay, as a direct cost, those costs associated with the Contractor training employees in an effort to attain and/or maintain the minimum personnel qualification requirement(s), nor any specialized certification requirements of this contract.
2) All IA Workforce certification training and exams are considered training for purposes of this clause.
C.7.6 Contractor Identification:
1) All Contractor employees shall ensure, that when participating in meetings with Government and/or other Contractor employees, that their personnel properly identify themselves as Contractor employees so that their actions will not be construed as acts of Government officials.
2) Contractor shall comply with DFARS 211.106.
3) Contractor shall ensure that external correspondence signed by Contractor employees is on company letterhead. Internal correspondence, including e-mail and memoranda, must include the name of the company in the signature line or in another clearly identifiable location.
4) Contractor shall ensure that their onsite personnel, when receiving or placing telephone calls, identify their employer, in addition to whatever other appropriate greeting are used.
5) All Contractor staff working on-site at any of the client installations during task order performance shall wear at all times a DoD or Contractor furnished Identification. Additionally, contractor workspaces will be clearly marked “contractor” and their company name and their name
6) The Contractor must comply with the implementation of Federal Information Processing Standards (FIPS) Publication Number 201, Personal Identify Verification of Federal Employees, and Contractors.
C.7.7 Intellectual Property:
This contract is funded by the United States Government. The government shall receive intellectual property rights as set forth in the applicable non-commercial DFARS Clause.
C.7.8 Non-Personal Service Statement:
Contractor employees performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Contractor employees will perform independent of and without the supervision of any Government official. The contractor shall submit an oversight plan that outlines how service providers on the contract will be managed by the contractor in order to perform the requirements of the contract.
Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
C.8 Department of Defense Industrial Priority Ratings
If applicable the Defense Priorities and Allocations Systems (DPAS) Rating of “DX Rating” will be placed in each individual Task Order level as approved by the appropriate authority. DX ratings can only be approved by the Secretary of Defense or Deputy Secretary of Defense.

L.1 INQUIRIES BY PROSPECTIVE OFFERORS
The common cut-off date for receipt of all written solicitation questions is close of business on the 25th calendar day after the solicitation posting date. Offerors may submit questions, concerns, or request clarification of, any aspect of this solicitation to the Contract Specialist, Ms. Maria Socorro C. Nailat via email: maria.nailat@navy.mil. The offeror must include the company name in the subject line of the email. The questions should include the page number and paragraph number or identifier, which pertains to the offeror’s question. Comments and questions must reference SOLICITATION N39430-13-R-1270. Acknowledgement of receipt of questions will not be made.
L.2 ORGANIZATION OF OFFER
Organization and Content. Each offer shall contain all pertinent information in sufficient detail to conduct an effective evaluation. The technical proposal must address the evaluation factors in Section M and include all required documentation.
