About this opportunity
The Department of State Office of Acquisition Management is seeking engineering and support services for the Bureau of Diplomatic Security's Countermeasures Directorate through an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award contract. The procurement focuses on two primary divisions: Defensive Equipment and Armored Vehicle Division, and Physical Security Division, with services encompassing armored vehicle performance testing, protection research and development, runflat testing, anti-ram engineering, blast mitigation design, forced entry and ballistic resistance testing, and physical security consulting. Potential contractors must demonstrate technical capabilities, identify potential subcontractors, and describe available testing facilities, with responses not exceeding 20 single-spaced pages. The Request for Information (RFI) responses are due by February 24, 2025, at 2:00 PM ET, to be submitted via email to Richard Crum and Wanda Cruz. The government may conduct one-on-one meetings with respondents, but this is strictly a market research initiative and not a formal proposal solicitation.
The pre-solicitation notice indicates no specific set-aside categories for this procurement, making it open to a broad range of engineering services providers. The contract will be classified under NAICS code 541330 (Engineering Services) with a size standard of $25.5M in annual receipts. While specific award values are not disclosed, the IDIQ structure suggests potential for multiple contract awards to different vendors. The procurement aligns with the Department of State's recent certification standard (SD-STD-01.01, Revision H, Version 2) for forced entry and ballistic resistance of building systems, which establishes comprehensive testing and certification requirements for diplomatic facility components. The contract's scope is expected to support global diplomatic security infrastructure, with a focus on advanced testing, engineering, and consulting services related to physical security technologies and methodologies.

Below (a) thru (d) added for clarification and answer questions
(a) CLARIFICATION: This RFI is for miscellaneous research, testing and evaluation of armored vehicle systems, subsystems and components to support the DS mission. (b) Are you accepting separate capability statement submittals for each objective (Armored Vehicle Program and Physical Security Division)? Or is each proposed contractor/team required to cover both objectives together? In other words, can we respond only to Physical Security Division objectives? Answer: The Governement will accept Separate capability statement submittals for each objective.
(c) Can potential contractor/teams submit capabilities statements for specific items under the main objectives (for example, can a contractor respond only to items 2C and 2D under Physical Security Division Objectives), or the response must cover all items under the main objective? Answer: Yes, contractor can respond only to items 2C and 2D under Physical Security Division Objectives. Responses do not need to cover all items under the main objective.
(d) Is the list of approved labs to conduct SD-STD-01.01 FEBR certification testing publicly available? if so, can it be provided? Answer: See attachment.
