About this opportunity
The Department of the Navy Naval Supply Systems Command seeks F414 Engine Container inspection and repair services, with proposals due July 29, 2026. The procurement is set aside for small business.
Place of performance is Philadelphia, PA 19111. The contract runs five years from March 30, 2026 through March 29, 2030, with a maximum quantity of 200 container inspections and varying repair quantities across four complexity tiers—from basic cleaning and minor adjustments (Tier 1) to complex component manufacturing and replacement (Tier 4). Contractor personnel must have expertise in container repair, welding, machining, and quality assurance. Contractors are required to provide detailed inspection checklists, repair tier recommendations, and comply with specified maintenance manuals and technical drawings for F414 Engine Containers.
A critical gate added via Amendment N0018925QZ098-0001 (July 22, 2026): only Government-approved sources are authorized to repair the subject item. Offerors who are not approved sources must submit technical data per the U.S. NAVSUP WSS Philadelphia Source Approval Information Brochure; approval of new sources typically cannot be expedited to meet award timelines. Proposals that fail to provide all required source approval data or documentation of previous submission will not be considered for award. The Government reserves the right to proceed with award based on fleet support needs if source approval evaluation cannot be completed timely.
Evaluation weighs performance approach and past performance equally at 50% each, with focus on relevant past performance within the last five years. Two-volume submissions (non-price and price) are required. NAICS code is 811310; PSC code is J081. Submit electronically to Coleen Johnson at Coleen.r.johnson.civ@us.navy.mil.
