About this opportunity
The Department of State's Office of Acquisition Management issued a Limited Sources Justification Notice for an interim Blanket Purchase Agreement (BPA) awarded to Deloitte under the Energy and Mineral Governance, Reform, and Development (EMGRD) III program on January 30, 2026. The BPA encompasses professional program management and support services, including technical expertise, capacity-building, and advisory services to advance U.S. foreign assistance initiatives in the global energy and mineral sectors managed by the Bureau of Economic and Business Affairs' Office of Energy and Sustainable Communities. The justification for the sole-source award to Deloitte is based on FAR 8.405-6(a)(1)(i)(C), authorizing logical follow-on acquisitions to original Federal Supply Schedule orders that were competitively awarded, building upon the successful implementation of two previous single-holder BPAs with the same vendor. The BPA includes a one-year base period with an additional six-month option period, with the contract concluding in FY26-27 when the Department plans to conduct a comprehensive, full and open competitive procurement for a long-term replacement agreement. While specific pricing and contract value are redacted in the justification document, the Department acknowledges conducting market research among Federal Supply Schedule holders and commits to removing competitive barriers for the anticipated FY26-27 follow-on procurement through enhanced acquisition planning and industry engagement.
Notice text
The Bureau of Energy Resources (ENR) seeks to establish a single-holder interim Blanket Purchase Agreement (BPA) to sustain and enhance the Department's longstanding foreign assistance initiatives in the global energy and mineral sectors. This acquisition builds upon the successful implementation of two previous single-holder BPAs-Energy, Governance, Reform, and Development I and Energy, Governance, Reform, and Development II -which have delivered measurable results in advancing U.S. strategic interests abroad.
The primary objective of this BPA is to ensure seamless, uninterrupted support for global foreign assistance programs managed by the Bureau of Economic and Business Affairs' Office of Energy and Sustainable Communities (EEB/ESC). The agreement will provide a full spectrum of technical expertise, capacity-building, and advisory services necessary to advance Administration priorities, including strengthening energy and mineral supply chains, promoting transparent governance, and fostering sustainable economic growth in partner countries.
This BPA is designed to maintain program momentum and operational continuity during a critical transition period, while allowing sufficient time for the Department to conduct a comprehensive acquisition planning process for a new long-term BPA anticipated in FY26-27. The selected vendor will be required to demonstrate proven experience, global reach, and the ability to manage complex, multi-faceted projects in diverse and challenging environments, ensuring that the Department’s mission objectives are met efficiently and effectively.
The estimated value of this requirement is with a period of performance consisting of a one-year base period and an additional six-month option period.
Awarded contract 19AQMM26A0131 to unknown vendor for unknown amount on 2026-01-30.
