About this opportunity
Naval Surface Warfare Center Carderock Division intends to solicit Michigan Engineering Services, Inc. as sole source under FAR 13.106-1(b) for Energy Finite Element Analysis Technical Support, with capabilities statements due June 2, 2026 at 10:00 AM EST. The procurement is unrestricted and will be conducted as a simplified acquisition under reference N00167-26-SIMACQ-CD-72-0021.
Michigan Engineering Services possesses exclusive knowledge and capability derived from proprietary EFEA code developed under Phase II SBIR contract N00014-05-C-0146; the company is the sole developer and owner of this restricted technology, making it the only source reasonably available for this work. The contractor shall develop a MATLAB-executable mesh generator code to convert Naval design data into finite element models for 2D submarine designs, specifically creating fluid meshes between non-pressure and pressure hulls to reduce labor hours and human errors in rapid concept design assessments.
Period of performance is six months from award. Deliverables include MATLAB code for creating second-order elements in Abaqus format, a conceptual finite element model, and a PowerPoint technical report documenting code execution and usage examples. Place of performance is NSWCCD Code 7240. The requiring technical office is Dr. Nickolas Vlahopoulos, Chief Technology Officer.
Quotes must be priced FOB Destination with no separate shipping charges. CMMC Level 1 certification is required. Evaluation will be conducted on pass-fail technical basis, past performance via SPRS/SAM/FAPIIS, and price reasonableness. Questions must be submitted by June 1, 2026 at 10:00 AM EST to tracy.l.mcdonough2.civ@us.navy.mil.
