About this opportunity

The Medical Acquisition Support Office – Omega (MASO-O) at JBSA Fort Sam Houston, Texas is conducting market research to identify sources for an operationally driven mobile application that delivers medical protocol guidance to paramedics and EMTs in pre-hospital emergency settings, with responses due by September 14, 2026. This is a Sources Sought Notice for information and planning purposes only; no RFQ currently exists and responses do not constitute quotes or binding commitments.

The application must run on current-version iOS and Android devices with offline functionality and intelligent search capabilities that deliver pre-approved clinical answers customized to individual medics' guidelines, scope of practice, geographic location, equipment, medication inventory, and patient demographics. The provider must independently develop and maintain comprehensive medical protocol databases, equipment manufacturer guidelines, and hospital destination information across customer locations, with protocol authoring support for command-wide and base-specific guidelines. The application must handle conflicting guidelines with user-determined prioritization and provide customer support via in-app chat and email.

Analytics requirements include tracking application usage across global and base-specific geographies, user types (EMTs, paramedics, 18Ds), and content categories while identifying gaps in medical content requiring new guideline development.

MASO-O is using responses to determine whether an adequate number of qualified contractors exists and whether a small business set-aside is appropriate. No set-aside is currently anticipated. Responders should submit organizational name, CAGE code, address, and point of contact to jaclyn.v.evans.civ@health.mil. Do not submit pricing. Proprietary information marked as such will be protected; responders bear all response costs and proprietary data will not be returned.
