About this file

This document outlines the Salient Characteristics for contract W81K00-26-Q-A275, an EMS Mobile Application to be provided to Army PHEMS Programs (Paramedics/EMTs/68Ws). The application provider must develop and maintain a comprehensive mobile solution available on both iOS and Android platforms with offline functionality and intelligent search capabilities.

The Content Management requirements mandate that the provider independently maintain and update medical protocol databases, equipment manufacturer guidelines, and hospital destination information across customer locations, while providing protocol authoring support for command-wide and base-specific guidelines. The Mobile Application must perform on current-version iOS and Android devices with intelligent search functionality that delivers pre-approved clinical answers regardless of query phrasing, customized to individual medics' guidelines, scope of practice, geographic location, equipment, medication inventory, and patient demographics. The application must handle conflicting guidelines with user-determined prioritization and provide customer support through app chat and email. The Analytics component requires tracking application usage across different geographies (global and base-specific), user types (EMTs, paramedics, 18Ds), and content categories, while identifying gaps in medical content that require new guideline development.
